AT A MEETING of the BASINGSTOKE AND DEANE HIGHWAY MANAGEMENT ADVISORY PANEL held on Friday 8 November 2002, at the Civic Offices, Basingstoke.

1. DECLARATIONS OF INTEREST

There were no declarations made under this item.

2. PANEL CONSTITUTION AND PURPOSE

The Panel received the report of the Director of Environment (Item 2 in the Minute Book) detailing the terms of reference for the Basingstoke and Deane Highway Management Advisory Panel.

RESOLVED:

That the terms of reference be endorsed.

3. CHAIRMAN'S COMMUNICATIONS

The Chairman reported that after this meeting he would be stepping down as Chairman of the Panel, but would remain a Member. Councillor D.G. Allen would take over as the Chairman with effect from the next meeting of the Panel.

4. DEPUTATIONS

No requests to make a deputation had been received.

5. BLUEPRINT PROGRESS AND HIGHWAYS NORTH

The Panel received the report of the Director of Environment (Item 5 in the Minute Book) detailing issues on the Blueprint progress including progress made in the district areas, traffic management and development control and searches. During the ensuing discussion, Members' detailed questions were answered.

RESOLVED:

That the report be noted.

6. THE ASSESSMENT OF THE HIGHWAY CONDITION IN HAMPSHIRE

The Panel received the report of the Director of Environment (Item 6 in the Minute Book) outlining the current methodology in place to assess the condition of Hampshire's road, cycle track and footway networks. Members were brought up to date on the current financial situation and reported that there was a £75 million backlog of county-wide highway maintenance work. Officers addressed concerns raised by Members about specific issues and problems in the Basingstoke area.

RESOLVED:

That the report be noted and Officers and Members liaise direct on particular issues.

7. HIGHWAYS MAINTENANCE BUDGET 2002/03

The Panel received the report of the Director of Environment (Item 7 in the Minute Book) outlining the Highways Maintenance budget county-wide and the specific budget and works programme for Basingstoke. Members were informed that the Highways Maintenance budget for 2002/03 had been approved by the Executive Member for Environment on 15 April 2002 and was set at £38,895,000 comprising of £18,783,000 revenue funding and £20,112,000 funding from the capital programme provision. The total allocation for Basingstoke was £854,500.

Members raised concerns about the problems of potholes in Basingstoke and were informed that there was a system of rapid response concerning the filling of potholes but officers would liaise with Members direct in respect of individual problems.

8. OTHER NETWORK MANAGEMENT PROGRAMMES

The Panel received the report of the Director of Environment (Item 8 in the Minute Book) detailing Casualty Reduction and Safer Routes to School Programmes; Street Lighting and the under £10,000 programme. Members were informed that fine revenue from Hampshire Police Authority camera enforcement would be going towards new safety camera installation. Members' detailed questions on the issues were answered and it was confirmed that a short presentation on street lighting would be made at the next meeting of the Panel.

9. TRAFFIC MANAGEMENT PROGRAMMES 2002/03

The Panel received the report of the Director of Environment (Item 9 in the Minute Book) outlining the main programmes of Traffic Management work in the Basingstoke and Deane area.

Members raised concerns in respect of the work to be carried out at the A34 junction at Tufton, and were informed that the details were being finalised. An operational date was still to be agreed.

That the report be noted.

10. OTHER PROGRAMMES AND SCHEME STATUS REPORT

The Panel received the report of the Director of Environment (Item 10 in the Minute Book) outlining issues in respect of the Bridge Works Programme 2002/03; Intelligent Transport Systems Programme 2002/03; Basingstoke Environment Strategy for Transport schemes; Regeneration of Older Urban Areas Programme; and Basingstoke and Deane Borough Council capital programme.

Consideration was also given to the Basingstoke Environmental Strategy for Transport (BEST) report. Concerns were raised by Members that they had not received the plans for the A30 South West (Basingstoke to M3 Junction 7) corridor. It was confirmed that the plans would be sent to Members in due course. Work was scheduled to start early in 2003, and local Members would be kept well informed. Members of BEST would be given the opportunity to voice their concerns and give any comments at their next meeting.

Concerns were expressed that local residents had not been given the chance to voice their opinions on the problems in the Kempshott area.

RESOLVED:

    That the report be noted along with the measures proposed for the A30 Basingstoke to M3 Junction 7 corridor.

11. TIME AND DATE OF THE NEXT MEETING

RESOLVED:

That the next meeting of the Panel be held on Wednesday, 19 March 2003, 10.00 a.m., at The Castle, Winchester, followed by a Workshop for Members.
