Traffic Regulation Order - Various Roads, Winchester Two Hour Waiting in Residents' Parking Bays

1. Summary

1.1 The following decision is sought:

    That an Order be made under Sections 1, 2, 4, 32, 35, 45, 46, 49 and 51 of the Road Traffic Regulation Act 1984, the effect of which will be to restrict waiting and amend parking place restrictions in various roads in Winchester, as specified in Appendix 3 of this report and shown on the attached location plan 370201/007 and as per the detailed drawings which will be displayed at the meeting.

2. Reasons

2.1 The proposals have resulted from a review of parking and waiting restrictions in Winchester and a recommendation to Winchester City Council's Planning and Transportation Policy Review Committee in liaison with the local Members - Councillors Mrs Dickens and Mrs Peskett, Winchester City Council Members and the Police. In giving its approval the Committee took into account the views and representations from residents and local organisations. The proposals are intended to:

    (i) ensure efficient use of available on-street parking spaces in roads where the residents parking bays are under-used;

    (ii) provide a degree of flexibility for residents and their visitors whereby the current limit of one resident's permit and one visitor's permit (or two residents' and two visitors' permits where applicable) restricts the number of visitors that can park in nearby bays; and

    (iii) ensure that residents parking bays cannot be abused by commuter parking by limiting the free waiting period to two hours with no return within four hours.

3. Other Options Considered and Rejected

3.1 Fifty letters were received following the formal advertisement, 47 of which were objections and 3 gave support (see Appendix 1 for list of correspondents).

3.2 Appendix 2 summarises the proposals that were advertised in the draft Order, gives details of the objections received (if any) together with officer's comments, and makes recommendations on each proposal.

3.3 Appendix 3 details the advertised proposals for Bereweeke Avenue, Christchurch Road, Fordington Avenue, Hatherley Road, Lansdowne Avenue and Norman Road, which are recommended for implementation. It is proposed that the advertised proposals for Cranworth Road and Edgar Road should not be implemented on the grounds that the traffic management are not sufficient to outweigh the objectives.

3.4 Councillors Mrs Dickens and Mrs Peskett and other local representatives have been reconsulted under the normal agency arrangements by Winchester City Council and have confirmed their support for the proposals to be implemented as recommended in this report. The Police are also in agreement.
