Date: 12 November 2002 Item 5 Report by: The Hampshire Director of Environment, Portsmouth City Planning Officer and Southampton Executive Director of Development and Sustainability Written by: Stuart Roberts, tel: 01962 846782 1. Purpose and Summary: 1.1 At its meeting on 25 June 2002 this Panel resolved that each District Council should give a short presentation at the next meeting of the Panel on the current situation with their respective urban capacity studies and major development areas (Minute 3.4 refers). 1.2 The Technical Advisory Panel (TAP) of County, City and District Council officers has considered how this resolution might best be effected. A presentation of only five minutes for each of the 13 local planning authorities would last over an hour, which the TAP felt would be time-consuming and fatiguing. To expedite this item, the TAP asked each local planning authority to prepare a one page position statement for circulation with the agenda for this meeting, enabling Members to ask questions and comment on matters of particular importance. A table showing the planned timetable for the future stages of each new/reviewed Local Plan is attached as Appendix 1, with the position statements as Appendix 2. 1.3 Each local planning authority was asked to cover the following in its position statement. (i) Adopted Local Plan - date adopted and end date. (ii) Review/Replacement Local Plan - current stage of review/replacement Local Plan. (iii) Housing Land Supply - urban capacity study - whether completed, whether it found more capacity than the previous one, how robust it is, etc.
- post 1996 housebuilding rate and comparison with Structure Plan baseline requirement. - land supply for future building and adequacy compared to Structure Plan baseline figure. (iv) Other Significant Topics/Local Plan Proposals/Local Issues
1.4 All local planning authorities have provided position statements, which are attached. Members' questions and comments on these are invited. RECOMMENDATION: That the attached position statements be noted. |
