PROGRESS ON THE LOCAL PLAN
1. The Adopted Local Plan
The Eastleigh Borough Local Plan 1991-2001 was adopted in July 1997. It expired on 31 March 2001.
2. Review/Replacement Local Plan
The Eastleigh Borough Local Plan Review (2001-2011) was placed on first deposit in March 2002. Members are currently considering the issues arising from the representations received and a revised second deposit version of the Local Plan should be placed on deposit in March next year.
3. Housing Land Supply
· Urban Capacity
The Borough's first Urban Capacity Study was published alongside the Local Plan in March 2002. It identified significantly more land suitable for housing than had previously been estimated. The Urban Capacity Study will shortly be reviewed and updated.

Potential supply is therefore 465 units in excess of the residual baseline requirement. Approximately 88% of this supply is on brownfield land, just 12% on a greenfield site.
· Other Significant Local Issues
The most significant issues for the Borough are those associated with urban regeneration in the Eastleigh town area: housing redevelopment, employment requirements, the revitalisation of Eastleigh town centre and the improvement of public open space areas and recreation facilities. The problems that are preventing the construction of the Chickenhall Lane Link Road are of considerable concern as they prevent a substantial area of employment land from coming forward.
