- Urban capacity study revised and updated July 2002
- 13% increase over previous study ie up from 5,000 to 5,694 dwellings to 2011 (4,469 if planning permissions excluded)
- urban capacity for period 2011 to 2021 considerably lower than 2001 to 2011 period ie some 2,300 dwellings
- house building rate for period 1996 to 2001 was 2,505. This is
below structure plan baseline requirement of 600 dwellings per
annum

4 Other local issues
- Affordable housing policy is 25% on sites of 15 dwellings or
more or on sites of 0.5 ha or more.
- Costs associated with redeveloping `brownfield' sites and the lack of
large sites will limit supply of affordable housing.
Note: The `unidentified' windfall allowance in the Urban Capacity Study is 1,335. This is based on unidentified sites within policy designations. However, this does not take account of other unidentified sites throughout the city. Previous and current trends suggest that a more realistic windfall allowance for the whole city is 3,000 dwellings for the 10 year period 2001 to 2011.
