Local Plan
The local plan, adopted in August 2000, covers the period to March 2011.
There is no formal programme for the next review.
The Council will decide early next year whether to undertake an alteration on affordable housing designed to increase the yield by increasing the percentage and reducing the threshold. The scope of the alteration may be widened to apply the affordable housing requirement in the context of a wider `tariff style' system of planning obligations.
The next replacement plan is likely to be a `Local Development Framework'. The programme will be determined by further Government advice on LDF procedures, and emerging programmes for the community plan, the next structure plan and the Blackwater Valley sub-regional study.
Housing
There are no major development areas or reserve site provision in Rushmoor. Over 95% of new housing development is on previously developed land.
The HCSP requirement is 2,980 dwellings 1996-2011 (199 per annum).
Completions 1996-2002 total 1615 (269 per annum).
The Council's UCS was published in September 2001, an annual update was prepared in October 2002. The update indicates a likely capacity in the structure plan period of 4,570 dwellings, about 1,600 in excess of the strategic requirement, this is largely due to two large windfall sites, Boots depot (475 dwellings) and Project Connaught (1,000 dwellings to 2011).
Significant local issues
There is a current planning application for redevelopment of the 12.6 hectare Boots depot, it appears to be in accordance with adopted SPG.
Project Connaught is a major PFI initiative for the redevelopment of Aldershot Military Town that will involve about £220m of investment in operational military facilities. One consequence will be the likely release of over 100 hectares of predominantly brownfield land for development. This is likely to yield over 2,000 new dwellings, the majority after 2011. Rushmoor has adopted SPG to guide the development. Detailed proposals should emerge in June 2003.
There are major town centre redevelopment schemes in Farnborough (North Queensmead) and Aldershot (Westgate and High Street SPGs).
