FAREHAM BOROUGH LOCAL PLAN REVIEW

Adopted Local Plan

The Fareham Borough Local Plan Review, adopted in March 2000.

Review/replacement local plan

There is no timetable for the review/replacement of the adopted plan. A timetable will be prepared after the Government publishes transitional arrangements related to the proposed introduction of Local Development Frameworks.

Housing Land Supply

Fareham Urban Housing Capacity Study was approved in July 2002. A robust study that generally confirms earlier assessments of capacity but identifies, for the first time, specific sites.

48% of the total 1996-2011 baseline requirement was built between 1996 and 2001.

Land supply, including sites with permission, sites allocated in the Local Plan, sites identified in the UHCS and windfall development, is more than sufficient to meet the residual baseline requirement. The surplus in the estimated supply would be sufficient to meet almost two-thirds of the reserve provision for Fareham.

Two applications for development of sites allocated in the Fareham Borough Local Plan Review have been called in under the greenfield directive.

The application for the Land North of Whiteley was called-in in August 2000. The local inquiry was held in November 2000. Further information was requested in July 2001. The Secretary of State's decision to permit a minimum of 213 dwellings was issued in February 2002. The decision was challenged in the High Court. The decision to dismiss the High Court challenge was issued in October 2002.

The application for the land at Peters Road was called-in in October 2001. The local inquiry was held in June 2002 and the decision to refuse the application was received on 25 October 2002.
