Housing Land Supply

· Local Plan Review meets housing requirement of Structure Plan 1996-2011 of 12-14,060 dwellings in full. Both baseline and reserve provision identified in Plan

· April 2002 Urban Capacity position statement published October 2002. Earlier 2001 version was supported by an Inspector and Secretary of State at Inquiry into refused housing scheme. The methodology is thus considered to be robust. Each review of the study has identified additional capacity

· The strategy is to maximise brownfield development and only release greenfield sites when shown to be required. Greenfield sites mostly identified around Basingstoke, including MDA scale development to north of Basingstoke, including north of Popley

· The Plan also identifies land West of Basingstoke as the proposed location for the first phase of a long-term sustainable major development area for the period after 2011.

Other Issues for JAP

· The First Deposit Draft Local Plan Review has been prepared as a slimmer, more focused Plan in the manner proposed in the Government's Planning Green Paper. It contains only 47 policies, whereas the previous Plan contained 180.

· The new Plan is easier to use and understand and its policies and proposals have been drafted to be more flexible and focused on key issues for the planning process. The Plan is supported by a series of Supplementary Planning Guidance notes which provide more detail on the interpretation and implementation of policies.

· In order to co-ordinate the significant change and development proposed within the area, a North Basingstoke Action Plan has been prepared, in line with the Green Paper proposals. The Action Plan seeks to co-ordinate the provision of approximately 4,000 dwellings, together with the provision of a new secondary school and other social infrastructure as well as significant transport improvements. The driving force behind the Action Plan is the desire to integrate the new development proposals with existing communities so as to secure their regeneration. This will be to the benefit of both new and existing residents.

· The new Plan also continues the Council's recent work to achieve affordable and key worker housing, and to secure an appropriate mix of house types and sizes within new developments.
