BOROUGH LOCAL PLAN REVIEW: CURRENT PROGRESS AND ISSUES

_ The Gosport Borough Local Plan was adopted in 1995 with an end date of April 2001.

_ The first Review of the Gosport Borough Local Plan was approved for placing on deposit by the Council's Policy & Organisation Board on 18 September 2002. Publication will be in November or December, depending on printing of the Proposals Map.
_ Subsequent progression of the Plan Review following the consultation period will be dependent on the proposed transitional arrangements to a system of Local Development Frameworks to be announced shortly by the ODPM.
_ The PPG3 Urban Capacity Study for Gosport Borough was also agreed in September and will be published concurrently with the Local Plan Review. The Study takes a realistic approach to sites coming forward.
_ The post 1996 housebuilding rate for Gosport is 222 units per year, compared with a baseline requirement of 199 in the Structure Plan Review.
_ For Gosport Borough residential permissions and agreed allocations for the period to 2011 already exceed the Structure Plan allocation in policy H1 by 26%. This is causing Members increasing concern given its consequences for sustainability and town cramming.
_ Well over 90% of housing sites are brownfield.
_ The current rapid rate of development of brownfield sites will mean fewer sites available in the next Structure Plan period.
_ There are no reserve sites or MDAs in the Gosport Borough area.

_ The other main issues at present are:
- Addressing frequent and sometimes conflicting reviews of Defence land; some sites are being released while other establishments are expanding.
- Providing for more sustainable development, particularly by balancing new housing with new and diverse employment on a range of sites as part of the PAER initiative.
_ Providing adequate affordable housing on constrained brownfield sites.
_ Safeguarding significant areas of international nature conservation importance.
_ Addressing traffic congestion and access to the Gosport peninsula in particular.
