1. DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed.

5. COUNTY YOUTH OFFICER'S REPORT (Report herewith)

To consider a report of the County Youth Officer summarising recent developments in the Hampshire County Youth Service and updating Members on current issues including: Youth Service Management Arrangements; Planning for the Local Authority Youth Service 2003-04 Guidance; County Action Plan Evaluation 2001/02; Hampshire County Youth Council work achievements and issues; Summer activities programmes; Social inclusion work and Joint Services to Youth Best Value Review.

6. WESSEX YOUTH OFFENDING TEAM - DUKE OF EDINBURGH'S AWARD PROJECT (Report herewith)

To consider a report of the County Education Officer summarising the development and achievements to date of the Wessex Youth Offending Team - Duke of Edinburgh's Award Project. This innovative project pilots the use of the Duke of Edinburgh's Award with young offenders and young people at risk of offending. The project is a multi-agency initiative involving the County Youth Service, Wessex Youth Offending Team and the Duke of Edinburgh's Award.

7. YOUTH SERVICE WORK IN THE EASTLEIGH DISTRICT (Report herewith)

To consider a report of the County Education Officer providing information about Youth Service Work in the Eastleigh district, including references to significant achievements, key issues being addressed, current work and planned developments.

8. CONNEXIONS SUB-CONTRACT (Report herewith)

To consider a report of the County Education Officer outlining the progress with establishing the Connexions Service in Hampshire and detailing the initiatives the Youth Service will be developing on behalf of the County Council to implement the contract with the South Central Connexions Partnership (SCCP).

9. PROJECT DEVELOPMENT GRANTS 2002/03 (To be tabled)

To consider a report of the County Education Officer advising the Executive Member for Education to approve the following grant allocations to :-

    · Hampshire Council for Voluntary Youth Service. £4,000

    · Girl Guiding, Hampshire East. £1,700

    · Stanmore Youth Centre. £1,000

    Total £6,700

County Councillors attending as appointed members of this Panel or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.

Independent Members similarly qualify for payment of travelling expenses.
