County Action Plan 2001 -2002

EVALUATION

Introduction

The County Action Plan for 2001-2002 (CAP) established targets, planned actions and planned outcomes for the County Youth Service in the year April 2001 to March 2002. The CAP provided the framework for all Youth Service work in the year and set the priorities for the Youth Service Management Team.

This evaluation is a summary of progress in Youth Service work, based on the curriculum and organisational targets in the County Action Plan 2001 - 2002.

1 Personal and Social Skills

Provision of projects to address Youth Service priority aims

The Youth Service Annual Report for 2001-2002 provides a range of examples of projects meeting the Youth Service priority aims

1.2

Participation in the Duke of Edinburgh's Award (D of E) will be increased

    · Three new centres opened

    · Participation levels lower (foot & mouth disease greatly restricted expedition activities)

1.3

Duke of Edinburgh's Award partnership with YOT

    · High levels of personal developments for YOT young people

    · Re-offending very low

    · Secondment continuing

1.4

Accreditation projects established in each district

    · All districts operating schemes including Duke of Edinburgh's Award, Youth Achievement Awards, and local schemes

    · Further work required to co-ordinate across county and record benefits of accreditation

Develop projects to increase provision of 10-13 year olds

    · There are 7 projects in Basingstoke, Hart, East Hants, Fareham, Gosport and 2 in Eastleigh

2 Democracy and Decision Making

County Youth Council (CYC) developed for the expression of young people's views and to influence other people and organisations

    · CYC continued to develop during the year

    · CYC established working groups and developed further plans, focusing on Connexions, transport issues and Best Value

Local forums for young people established, to enable them to express their views about a wide range of issues, and influence Youth Service provision

    · Key worker identified in each district to support young people's involvement

    · Further work needed to link all forums with the County Youth Council

2.4

Young people's conference to provide a focus for young people's views

    · The conference was postponed, due to the secondment of the participation worker to another post for most of the year

    · Young people's conferences were convened in most districts

3 Social Inclusion

3.1

Each district to establish projects which will benefit young people who have become disengaged from education and/or their local community

    · School inclusion projects, Holiday activity schemes.

    · Extension to youth Counselling schemes, information and advice projects.

Provide a range of constructive activities which enable young people to avoid crime and learn how to manage themselves effectively

    · Projects established in all districts, enabling young people to avoid crime

Set up new projects in partnership with other agencies aimed at promoting the social inclusion of young people

    · Youth Service has actively supported the Connexions Strategy and manages the Connexions Pilots

Close working arrangements between youth workers and Connexions projects in pilot areas

    · Pilot projects in Gosport, New Forest & Winchester have been well supported by district teams

    · 11 projects provided in eight districts

    · projects include young parents groups enabling participants to increase confidence and skills and return to education, training and employment.

4 New Opportunities (etc)

Work in co-operation with County Council departments, schools and other agencies to promote opportunities for young people

    · Effective working arrangements with all County Council departments are in place

    · Projects and initiatives have been developed with Education Department branches; Social Services; Early Education and Childcare Unit; Adult & Community Learning Unit; Recreation and Heritage Department.

4.3

Provision of residential and international experience for young people

    · All districts provide residential opportunities for young people

    · All districts provide international experiences for young people

    · International exchanges include events involving young people from France, Finland, Germany, Hungary and the Czech Republic

    · Residentials include visits to Wales, the New Forest and Cumbria

    · 680 young people attended residentials in 2001-2002

    · 62 residentials took place in 2001-2002

4.4

Each project to programme a new cultural event or activity every six months

    · Cultural events and activities involve young people in all districts

    · Examples of activities/projects taken place:

    · Basingstoke - Alencon, France Trip

    · Fareham - Native American Theme float in Titchfield carnival

    · New Forest - Outward Bound Course in Aberdovey, Wales

    · Winchester - Cultural exchange trip to Giessen, Germany

5 Healthy Lifestyles

5.1

Youth workers to have access to a healthy lifestyles information pack

    · Youth Service work across the county and in districts has covered a wide range of healthy lifestyles issues including healthy cooking and eating, physical activities, anti-smoking, assertiveness and anger management

    · Considerable resources have been devoted to drugs education, training and support

5.2

Increase work in partnership with other agencies to address health issues

    · Youth Service and other key partners developing Healthy Living Centres bids and projects in Test Valley and Rushmoor

    · National events such as `No Smoking Day' and `World Aids Day' have been used to focus work

    · Anti-bullying and anger management work have been valuable initiatives

5.3

Introduce drug education and drug incident policy

    · Youth Service Drug Education and Drug Incident policy approved by the Youth Service Sub committee

    · Policy implemented throughout county; training provided for staff

5.4

Additional drugs education work with young people

    · Drug education work implemented in all districts

    · Many districts successful in obtaining additional resources from Communities Against Drugs (CAD) funds

6 Employment and Staff Development

    · Key elements of the policy have been put in place following consultation with staff and professional associations

    · Effective recruitment, criminal record checking and support policies are in place

Strengthen pathways for youth work staff to progress from locally qualified to nationally qualified

    · The Service has been supporting 12 youth workers in training, undertaking the Diploma in Youth and Community work.

    · Initiatives have been taken to develop a foundation degree with Southampton University

    · In Service training budget for major courses increased

7 Development and Training

Develop the training programme to meet the identified needs of the Service and staff

    · The development and training programme provides a range of opportunities for all staff to develop their skills and explore and reflect on current issues and practices.

    · 50 training courses were undertaken last year alone, for example Drugs Education, Child Protection and Street Based Work.

7.2

Development provision to be available to support the introduction of Connexions work in Hampshire

    · Strong links with South Central Connexions established

    · 4 Youth Service staff have been undertaking Connexions training, but more to follow as courses occur.

7.3

Further specific training opportunities to support curriculum

    · Broad range of courses provided for staff of Youth Service and voluntary organisations

    · Six short courses offered, focusing on healthy lifestyles

    · More than 120 staff involved in County Conference and Activities Day at Calshot

8 Financial Resources

Maintain and increase the range of quality youth work

    · New projects have been introduced for 10-13 year olds: 7 after School Clubs

    · New schemes have been developed for year 11 young people during the summer term and school holiday periods

Attract additional funding to support Youth Service priorities

    · There was a 23% increase in external funding amounting to£96,000

    · Additional funding for youth work secured from New Opportunities Fund; Communities Against Drugs; Public service agreements; School; District Councils, Parish Town Councils; Learning and Skills Council; single regeneration Budget: Primary Care Trusts; Police Authority Crime Prevention Panel;

8.3

Support the voluntary sector to meet Youth Service priority aims through annual revenue development grants

    · Grant Aid provided: £195,600 in 01/02 20 organisations were supported by Annual Revenue Grants

    · 27 organisations were supported by Project Grants

    · Consultations have taken place to review Grant Aid support to voluntary organisations & proposals are being developed

9 Resources and Administration
