AT A MEETING of the YOUTH PANEL held at Hamble Youth Centre on Tuesday 12 November 2002.

30 DECLARATIONS OF INTEREST

31 MINUTES

The Minutes of the meeting held on Tuesday 2 July 2002 were signed by the Chairman as a correct record.

32 CHAIRMAN'S COMMUNICATIONS

The Chairman was pleased to report that a thank you letter for a grant approved at the last Panel meeting had been received from Hampshire and Isle of Wight Youth Clubs Association. The Chairman also advised that Val Webster was on long term sick leave and the Panel wished to pass on its thoughts to her and her family for a safe and speedy recovery. Congratulations were made to two members of staff who had accepted promotional posts outside the service, whilst it was sad to lose these two people the Chairman felt that it said a great deal for the Youth Service in that it attracted high quality staff. The Chairman also reported on the pleasure she had of attending the Duke of Edinburgh Awards in the Great Hall and how proud the youngsters were at such public recognition of their diverse achievements. The Chairman also referred to the fact that South Central Connexions went live on 1st September and that they would hold an exciting launch party on 6th October 2002. The Chairman considered that the most important issue for the Panel was the launch of the Strategic Development Plan 2003 to 2006, which took place on 1st October at Marwell Hotel, this document set out how the County Council addressed its corporate aims, set priorities, objectives and outcomes. The launch was very successful and was well attended by a variety of partner organisations and the County Council received very positive feedback on the day. At this point in the meeting the Chairman gave each Member of the Panel the opportunity to share any information for a maximum of three minutes with no debate.

34 COUNTY YOUTH OFFICER'S REPORT

The Panel considered a report of the County Youth Officer (Item 5 in the Minute Book) summarising recent developments in the Hampshire County Youth Service and updating Members on current issues including Youth Service Management arrangements; planning for the Local Authority Youth Service 2003-04; County Action Plan Evaluation 2001/02; Hampshire County Youth Council work achievements and issues; summer activities programmes; social inclusion work and Joint Services to Youth Best Value Review.

RESOLVED:

    (i) That the current developments in the Youth Service be welcomed and noted.

    (ii) That the contribution of the Hampshire County Youth Service to Connexions be noted and recognised.

    (iii) That the Panel receive a full report on the outcomes and implementation of the Best Value Review - Joint Services to Youth.

35 WESSEX YOUTH OFFENDING TEAM - DUKE OF EDINBURGH'S AWARD PROJECT

The Panel considered a report of the County Education Officer (Item 6 in the Minute Book) summarising the development and achievements to date of the Wessex Youth Offending Team - Duke of Edinburgh's Award project. This innovative project piloted the use of the Duke of Edinburgh's Award with young offenders and young people at risk of offending. The project was a multi-agency initiative involving the County Youth Service, Wessex Youth Offending Team and the Duke of Edinburgh's Award scheme.

RESOLVED:

    (i) That the current developments in the Wessex Youth Offending Team Duke
    of Edinburgh's Award project be welcomed and noted.

    (ii) That the Youth Panel support the proposals for the development of the
    project.

    (iii) That the Youth Panel acknowledge the support of the Wessex Youth Offending Team and the Duke of Edinburgh's Award in the successful
    development of this project.

    (iv) That Andy Kennedy, Development Worker be thanked for his achievements in running the Duke of Edinburgh's Award project.

36 YOUTH SERVICE WORK IN THE EASTLEIGH DISTRICT

The Panel considered a report of the County Education Officer (Item 7 in the Minute Book) providing information about Youth Service Work in the Eastleigh district, including references to significant achievements, key issues being addressed, current work and planned developments. The Panel also received a detailed presentation from Steve Willis, Senior Youth Worker, for the Eastleigh district.

RESOLVED:

    (i) That the current development and youth work in Eastleigh district be
    welcomed.

    (ii) That the Executive Member for Education be advised to support the transfer of £50,000 of revenue funds to capital to facilitate the development of a new building in Hamble.

    (iii) That the Executive Member for Education be asked to consider the possibility that the remaining shortfall in funding of £120,000 be met from the underspend in the Youth Service staffing budget.

37 CONNEXIONS SUB-CONTRACT

The Panel considered a report of the County Education Officer (Item 8 in the Minute Book) outlining the progress with establishing the Connexions service in Hampshire and detailing the initiatives the Youth Service would develop on behalf of the County Council to implement the contract with the South Central Connexions Partnership (SCCP).

RESOLVED:

    (i) That the report and progress on developing the Connexions strategy be welcomed.

    (ii) That the Executive Member for Education be advised to approve the Connexions contract in principle and the County Education Officer be authorised to finalise the detail of the contract on behalf of the County Council.

38 PROJECT DEVELOPMENT GRANTS 2002/03

The Panel considered a report of the County Education Officer (Item 9 in the Minute Book) advising the Executive Member for Education to approve grant allocations to three separate organisations.

The Panel considered the three applications in detail and firstly advised the Executive Member for Education to approve a grant of £4,000 to Hampshire Council for Voluntary Youth Service (Y238).

With regard to the application received from Girl Guiding, Hampshire East (Y239) the Panel advised the Executive Member for Education to approve a grant of £1,100 towards the reception to raise the profiling of guiding in Hampshire East. This was on the understanding that the grant would be used only towards invitations including printing, envelopes and stamps and for the hire of display boards and materials for mounting displays.

With regard to the application received from Stanmore Youth Centre (Y240) the Panel advised the Executive Member for Education to approve a grant of £1,000 to provide a computer specialist to encourage and show young people how to create power point presentations. This was on the understanding that the grant would be used only towards the purchase of a lap top computer with CD writer.
