1. Summary
1.1 This report brings Members up-to-date on the organisation, programme of works and budgets for Hampshire Highways, Test Valley.
2. Organisation
2.1 On 1 May 2002 the County Council implemented new management arrangements for the delivery of the network management and highway maintenance service in several districts, including Test Valley. Under the new arrangements strategic management of the service within Test Valley is undertaken from Totton and local delivery is maintained through County Council staff located within the Borough Council's offices at Beech Hurst, Andover. When this Panel last met, on 22 July 2002, there were three vacancies within the Andover office out of an establishment of seven staff. Those vacancies have been filled and the office is now fully staffed.
3. Programme and Budgets
3.1 The Revenue Budget for routine maintenance (£800,000) is committed in line with the spend profile and progress on the ground is as planned.
3.2 With regard to the capital maintenance programme for both principal (£281,000) and non-principal roads (£563,000), routine structural repairs are on target. The special maintenance and resurfacing programmes are also on schedule and no difficulties are envisaged in completing the programmes within time and budget. Surface dressing works have been completed.
3.3 A budget statement is provided in Appendix 1 and the updated special maintenance programme in Appendix 2.
