1. Summary
1.1 This report covers:
(i) progress made on the 2002/03 minor works schemes; and
(ii) the rolling programme of minor works schemes for prioritisation for 2003/04.
2. Minor Works Schemes 2002/03
2.1 Members may recall that £25,000 was allocated from the County Council's Capital Programme for the Test Valley Minor Works Programme (also known as the Under £10,000 programme). The schemes included were:
(i) East Dean Road, East Dean - footway £10,000;
(ii) Hatt's Hill, Mottisfont - footway £10,000;
(iii) Andover Town Mill footbridge - new railings £ 5,000.
2.2 The schemes at East Dean and Mottisfont are scheduled to start on-site in January 2003. The railings for the Andover footbridge have been delivered to the contractor and will be erected shortly. The programme should be complete by the end of the financial year.
3. Rolling Programme for Minor Works
3.1 The Minor Works Rolling Programme is compiled from suggestions made by elected Members, the Police, Parish Councils, Residents' Associations, members of the public and Mobility Groups, etc. Scheme costs should not exceed £10,000. The programmes are maintained by each of the Hampshire Highways offices but prioritised centrally to ensure an independent and consistent rating is applied county-wide.
3.2 Prioritisation of schemes is based upon how they meet:
(i) the five key criteria of integration, safety, economy, environment and accessibility identified in the Government's White Paper `A New Deal for Transport: Better for Everyone'; and
(ii) the aims and objectives identified in Area Transport Strategies.
Further consideration is also given to:
(iii) the level of importance in strategic, county, Area Strategy or Local Plan terms; and
(iv) whether the scheme has `added value' and is deliverable in the financial year.
The rolling programme is attached as an appendix.
3.3 It is anticipated that, should financial allocations remain similar to those in previous years, three schemes are likely to be funded in 2003/04. From the rolling programme the following schemes have been assessed as having the highest priority:
(i) A3090 Winchester Road, Crampmoor - new footway £ 5,000;
(ii) A3057 Romsey Road, Rownhams - new footway £ 6,000;
(iii) C13 Charlton Road, Andover - new footway £ 5,000;
(iv) B3402 Weyhill Road, Andover
- kerbing and new footway £ 6,000;
(v) U386 Shepherds Spring Lane, Andover - new footway £ 8,000.
Total £30,000.
Recommendations
1. That the report be noted.
2. That Members indicate their preference for which schemes should be included in the 2003/04 minor works programme.
