1. Summary
1.1 This report brings Members up-to-date on the organisation, programme of works and budgets for Hampshire Highways, Gosport.
2. Organisation
2.1 On 1 May 2002 23 staff transferred from Gosport, Fareham and Havant Borough Councils to form the nucleus of Hampshire Highways South, which has an organisational structure of 35. Members may recall that within the Gosport office, which has an establishment of nine highway management staff, there were two vacancies, with a total of eight vacancies in the whole of Hampshire Highways South. However, after a successful recruitment campaign the offices are now fully staffed.
2.2 The office organisation still needs to be finalised, as a number of health and safety issues have been identified. This principally requires new furniture to enable acceptable working space and positions to be established. One important element that still needs to be finalised is the Geographic Information Systems links to Winchester.
3. Programme and Budgets
3.1 The Revenue Budget for routine maintenance is on profile for spend, with only minor budget amendments required, specifically with regard to hazard clearance.
3.2 With regard to the capital budget for both principal and non-principal roads, the routine structural repairs are on target and surface dressing works have been completed. However, the special maintenance and resurfacing programmes are slightly behind schedule, which is due to a lack of staff resources in the early months. No difficulties are anticipated in completing the programme now staff are in place.
3.3 A budget statement is provided in Appendix 1 and the revised special maintenance programme in Appendix 2.
3.4 Vehicle crossings continue to be ordered by residents at a reasonable level. To date approximately 170 have been processed with 85 constructed this year.
4. Street Lighting
Column Replacement
4.1 The Column Replacement Programme is advancing well and schemes are completed in:
(i) Bury Hall Lane;
(ii) Oval Gardens; and
(iii) Browndown Road.
Works are programmed to be carried out in November/December in:
(iv) Rowner Lane;
(v) Kings Road;
(vi) Palmerston Way; and
(vii) Monckton Road
with Raynes Road, Seymour Road, Cambridge Road and Gosport Road due early next year.
4.2 Due to residents' objections to the initial proposals in Milvil Road, Swanage Road and Grove Road, a public meeting was held to obtain residents' views regarding the scheme. There have also been a number of written representations and a revised scheme has been devised. These works will be carried out early in the new year.
Community Safety Initiative
4.3 The 2002/03 programme includes two schemes in the Gosport area. Works are being progressed with a view to installing them prior to the end of this year in:
(i) Weymouth Avenue access way; and
(ii) Rowner Close garages.
