Appointment of Independent Members
Report of the Clerk
1. Introduction
1.1 The terms of office of Mrs R Atkinson, Mr M J Attenborough-Cox, and Mrs C Barratt, expire on 31 March 2003. Consequently, there will be three vacancies amongst the independent membership of the Authority.
2. The Selection Process
2.1 The independent Selection Panel comprises the Chairman of the Authority, the Home Secretary's nominee, Mr K Aziz, and another person appointed by those two, Mrs K Sporle.
2.2 The Panel has approved the advertisement for new independent members which was circulated in 14 newspapers in Hampshire and the Isle of Wight. The advert was also sent to local libraries, town and parish councils, and individuals who have contacts with ethnic minority communities in the two counties.
2.3 The Panel will consider the applications received and decide the long-list for submission to the Home Secretary at a meeting in December.
2.4 Following the receipt of the short-list from the Home Secretary, interviews will be held in early February 2003 with appointments being confirmed by the Councillor and Magistrate Members at the meeting of the Authority on 18 February.
3. Appointment of Interview Panel
3.1 The Authority needs to appoint a Panel of Members to interview the short-listed candidates for the three vacancies and it is suggested that this should comprise the Chairman and Vice-Chairman, together with one magistrate, one labour and one liberal democrat member.
RECOMMENDATIONS:
(a) That the position be noted
(b) That a Panel comprising the Chairman and Vice-Chairman together with one magistrate, one labour and one liberal democrat Member, be appointed to interview the short-listed candidates for the three forthcoming vacancies for independent Members on the Hampshire Police Authority.
