To the Members of the County Council.
You are hereby summoned to attend the meeting of the County Council
to be held at The Castle, Winchester at 10.00 a.m. on THURSDAY
28 NOVEMBER 2002 to consider and resolve upon the business set out in the Agenda below.
There will be a short service of prayer at the beginning of the meeting.
AGENDA
1. To confirm the Minutes of the meeting held on 19 September 2002.
2. Declarations of Interest
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.
3. Deputations (if any).
4. To receive such communications as the Chairman may desire to lay before the Council.
5. To receive such reports as the Leader of the Council may desire to bring
before the Council.
6. To deal with questions pursuant to Standing Order 20 (b) (i).
7. To make such alterations in the membership of committees and panels which are not subject to proportionality rules, and in representation on outside bodies as the Council may think fit and to consider the establishment of an advisory panel to report to the Leader in relation to buildings, land and contractors issues.
8. To receive and consider reports and recommendations of the following
requiring decision (Part I) and to make such orders thereon as the Council

9. Health Scrutiny
To consider a report of the Chief Executive, following consideration of the issues by the Cabinet and the Policy and Resources Policy Review Committee, concerning arrangements for the County Council to exercise its powers in relation to Health Scrutiny.
10. Dibden Bay - legal agreements
To consider a report of the Chief Executive seeking the Council's agreement to the principles which would be included in the formal agreement with ABP for obligations in the event that permission is given for the development to proceed. In the main the agreements would be under the Highways Act and Town and Country Planning Act.
11. Periodic Review of County Electoral Divisions.
To consider the report of the Members Panel appointed to formulate proposals for submission to the Boundary Committee for England. (Report to follow)
Proposals are being considered by the Members Panel on 20 November 2002 and with the agreement of the Chairman pursuant to Section 100B (4) (b) of the Local Government Act 1972, the matter will be considered to allow the Council the opportunity to comment on the Panel's approach.
