1. Summary

1.1 The following decisions are sought:

    (i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Taywood Homes in relation to the implementation, at no cost to the County Council, of the approved highway works at an estimated cost of £85,000 and the making of a financial contribution of £410,000 towards the implementation of the Basingstoke Environmental Strategy for Transport.

    (ii) That, subject to the completion of this Agreement, Basingstoke and Deane Borough Council be informed that there is no objection to the residential development at areas L and M - the former MSA site - Kempshott Park, Beggarwood Lane, Basingstoke.

2. Reason

2.1 To ensure proper access to serve the development, that the associated works are completed to an adoptable standard and to secure an appropriate level of financial contribution towards the implementation of the Basingstoke Environmental Strategy for Transport (BEST).

3. Other Options Considered and Rejected

3.1 The County Council could opt not to enter into a legal Agreement. This option has been rejected as it would deny the Council the benefits of the off site transport contribution. A higher or lower level of transport contribution could have been considered, however the terms outlined in the report have been negotiated and agreed as appropriate by both parties.

7 Introduction

7.1 The site totals some 6.73 hectares and is located to the south of Beggarwood Lane and to the north of the M3 motorway (see attached location plan).

7.2 A full planning application has been submitted by Taywood Homes to Basingstoke and Deane Borough Council which is the subject of this report. The site is currently vacant, but was previously allocated in the Local Plan for a Motorway Service Area (MSA), an allocation which is now no longer required, with the land subsequently being allocated for residential development. The application is for the development of 165 two and three storey dwellings.

7.3 The Borough Council supports this form of development in this location, and has therefore resolved to grant approval subject to the conclusion of appropriate legal Agreements.

7.4 The local Member, Councillor Heath, has raised no objection in principle to the proposals.

8 Transport Proposals

8.1 The site currently gains access from the existing Beggarwood Lane, but will ultimately gain access to the new distributor road which will serve the whole of the Kennel Lane development. This distributor road will link the site to the recently constructed traffic signed junction on the A30 to the north-east of the Golf Club.

8.2 Access to the site will be from a simple 'T' junction onto Beggarwood Lane. In association with the creation of this access it is proposed to introduce traffic management measures on Beggarwood Lane between the site and the Cliddesden Lane/Woodbury Road roundabout. The works will include the introduction of build-outs, incorporating cycle by-passes in line with the measures being incorporated into the new distributor road. This scheme will also include the introduction of a mini roundabout at the junction of Beggarwood Lane with Beggarwood Lane spur.

8.3 The site will link with a network of cycleways achieved with funding from the development of the major part of the Kempshott Park site. The same site has also made a significant contribution towards the provision of enhanced bus services which will also serve this site.

8.4 The developer has agreed to make a financial contribution towards the implementation of BEST - to secure infrastructure improvements, to encourage alternative modes of transport, particularly in relation to the A30 corridor and the cycleway network to the town centre, and improve highway safety.

8.5 The contribution will be spent in accordance with the requirements of BEST, PPG3, PPG13 and County Council policies which seek to reduce the dependency on the car and provide choice for alternative means of travel.

9 Financial Implications

9.1 In the event of planning permission being implemented the applicant has agreed, at no cost to the County Council, to implement the highway works as previously identified at a total estimated cost of £85,000.

9.2 The developer has also agreed to make a financial contribution of £410,000 towards the implementation of BEST - to secure infrastructure improvements, to encourage alternative modes of transport, particularly in relation to the A30 corridor and the cycleway network to the town centre, and improve highway safety.
