1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal to carry out improvements to The Hard, Lands End Road, Old Bursledon at an estimated cost of £75,000 be approved, subject to the grant of all statutory consents.

2. Reason

2.1 To implement improvements to the appearance and accessibility of one of the public hards on the River Hamble, funded through the Regeneration of Older Urban Areas (ROUA) 2001/03 programme approved on 11 September 2000.

2.2 Hampshire County Council's ROUA programme is managed to implement landmark projects to raise the quality of life of all who live, work and visit urban areas. All projects are designed to demonstrate the benefits of making the best use of land and property; high quality design; long life solutions and materials; and appropriateness to the local sense of place.

3. Other Options Considered and Rejected

3.1 No other options were considered appropriate for the delivery of the scheme objectives or to the principles of the ROUA programme.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

The Hamble river valley south of the railway line is recognised as having significant landscape and nature conservation interest and is protected by a number of designations. The Hard at Old Bursledon lies within the Old Bursledon Conservation Area and forms part of a Special Policy Area under the Local Plan. The coastal salt marshes adjoining Old Bursledon Hard are protected under the Hamble River Site of Special Scientific Interest (proposed as a Special Protection Area under the European Community Birds Directive).

The public Hard is an important facility for visitors and the local community, but is out of character with the high quality and importance of the area.

The project provides an extension to previous improvement work funded by the ROUA programme. The project is also part of the emerging Transport and Access Strategy for the river and developing partnership working with the Crown Estate.

IMPROVEMENT PROPOSAL (Client Department)

National/County network and policies

This project will contribute to environmental improvements and enhanced traffic management, including more effective use of car parking facilities, in the Bursledon area.

Details of Scheme and Design Standards

The scheme will occupy the grassed area and turning head at the southern end of Lands End Road, and part of the adjoining Hamble foreshore, half-a-mile south of the Bursledon Bridge on the A27. The proposals cover approximately 0.6 hectare (see attached location plan).

The principal objective is to restore the informal character of The Hard and remove unwelcome urban influences.

The environmental improvements include:

(i) replacing existing concrete kerbs and channels and resurfacing the top of the slipway with natural stone kerbs and setts;

(ii) refurbishing the grassed viewing area and providing new sitting and interpretation facilities;

(iii) replacing existing concrete bollards and litter bin;

(iv) resurfacing the slipway with local gravel; and

(v) providing new boundary fencing.

Environmental impact

The Hard is an area of great environmental significance. The proposed scheme will minimise impact on sensitive areas whilst delivering significant benefits to the environmental quality of the site.

Land requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory procedures

Planning permission and Conservation Area Consent will be required. The Environment Agency will require proposals to be submitted for approval. The provisions of the Conservation (Natural Habitats etc) Regulations 1994 will also apply.

Public consultation

Eastleigh Borough Council and the local parish community were fully involved in the preparation of the proposals and are supportive of the proposals.

Local Member's View

Councillor House supports the scheme.

Facilities for the disabled

The scheme will lower kerbs and widen paved areas to give access for disabled people onto an improved viewing area.

Maintenance implications

A maintenance schedule will be drawn up and agreed by the partners in the scheme to ensure an appropriate commitment to maintenance before implementation of the project. The scheme has been designed to maintain maintenance liabilities for all parties at current levels.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The project promotes the use of locally available facilities and the protection of a significant social, environmental and tourism resource. The project supports the County Council's corporate urban living strategy.
