1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for carriageway regulation on Harts Farm Way, Broadmarsh at an estimated cost of £110,000 be approved.

2. Reason

2.1 The U613 Harts Farm Way overlays reclaimed land and landfill works and has to be regularly maintained due to problems of subsidence. Maintenance work which has previously been undertaken on a regular three to four year basis has not been done for approximately 10 years. A maintenance scheme is now much needed and is proposed to regulate the surface for the next three to five years prior to the implementation of a longer term solution involving carriageway reconstruction. Without an interim maintenance scheme the carriageway would experience further deterioration, compromising safety and access to the business parks.

3. Other Options Considered and Rejected

3.1 In order to provide a long term solution to existing problems on Harts Farm Way a number of engineering options have been investigated. Difficulties have been identified in determining the most appropriate and cost effective method of carriageway reconstruction in engineering terms and also in determining a solution which improves access to the economically important Broadmarsh employment area and possible forthcoming large scale commercial development. A study is currently being undertaken to determine the best long term solution and also the amount of external funding which can be obtained towards the necessary infrastructure improvements. Until the study has been completed an interim maintenance scheme has been identified as the best solution. To do nothing along Harts Farm Way is not a viable option, as further deterioration would soon compromise safety and involve more financial investment to solve the problem.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

The U613 Harts Farm Way links the A27 Havant bypass exit/entry roundabout at the western end, to Southmoor Lane/Brockhampton Road at the eastern end via a bridge at Hermitage stream. It is approximately 1 kilometre in length (see attached plan.)

Harts Farm Way overlays historic landfill works on an area of reclaimed land and poor ground condition and requires regular maintenance due to problems of subsidence. Maintenance work which in the past has taken place every three to four years has not been undertaken for approximately 10 years, and this has increased the need for the proposed scheme.

A need for improvement to Harts Farm Way was identified in relation to the A27 strategic corridor and as part of a review of access into the existing employment area at Broadmarsh. A further need was also identified in association with possible forthcoming development. The scheme is included in the LTP as part of the South East Hampshire Transportation Strategy (SEHTS) area programme. A sum of £900,000 is allocated within the programme for carriageway reconstruction as a long term solution.

In view of difficulties in identifying an appropriate and cost effective method of carriageway reconstruction to serve as a long term solution, an interim scheme has been identified as the best way forward. This proposes to regulate the carriageway pavement to provide an acceptable longitudinal profile from the A27 exit/entry roundabout 700 metres eastwards to a point east of the bridge at Hermitage stream. A do nothing scheme is not a feasible option, as further deterioration of the carriageway will compromise safety and may require road closure to facilitate substantial reconstruction in advance of the longer term scheme. Prior to the identification of the longer term solution any scheme should be kept to a minimum to avoid potential abortive works.

The scheme will provide a short term solution to maintain the carriageway for three to five years until a longer term solution is determined. A study is currently being undertaken to identify the longer term requirements and a clear way forward for all interested parties. Resolution of the problems on Harts Farm Way and the A27/A3 junctions remain a high priority.

The interim scheme costs £110,000, being significantly less than the programmed scheme and will enable some £600,000 of allocated capital funding to be redirected as appropriate to other infrastructure projects within the SEHTS area, including major improvements for Havant bus station; a possible crossing on Petersfield Road and a contribution towards the ticket office at Havant rail station.

The informal and formal SEHT Panels have indicated a preference for continuing the proposed scheme for regulating the settled areas of Harts Farm Way.

National/County Network and Policies

Harts Farm Way in Havant falls into the SEHTS area. A long term scheme to reconstruct the carriageway is included in the SEHTS programme as part of the section relating to the A27 strategic corridor and the Broadmarsh strategy. The scheme forms part of a strategy to improve access to an economically important employment area at Broadmarsh and to optimise the existing transport network.

£900,000 is allocated within the SEHTS programme for carriageway reconstruction as a long term solution.

Details of Scheme and Design Standards

The proposed scheme will not provide longer term carriageway reconstruction but will regulate the carriageway pavement along Harts Farm Way to provide an acceptable, level longitudinal profile as an interim solution.

The scheme will involve topographical surveys, detailed design and construction. Improvements to drainage may be required.

The design will conform to all relevant standards of the Department for Transport and Hampshire County Council, and will be subject to the safety audit process.

Environmental Impact

The existing carriageway is adjacent to environmentally sensitive areas. The proposed scheme is on the same alignment as the existing carriageway and due care and attention towards the adjacent land will be taken throughout the progression of works.

Land Requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory Procedures

It is likely that a temporary road closure order will be required for the paving work and access arrangements for affected properties will be taken into account.

Public Consultation

Normal procedural consultations will be undertaken where required, including statutory undertakers and emergency services. Local County and Havant Borough Council Members and affected businesses along Harts Farm way will also be consulted once scheme plans become available.

Local Member's View

Councillor Jenny Wride supports the scheme.

Facilities for the Disabled

Carriageway resurfacing will improve the situation for all modes including disabled vehicles. Non-motorised disabled access to the Broadmarsh area is not via the section to be improved.

Maintenance Implications

The scheme is not detrimental to existing maintenance requirements and therefore there will be no effect on the annual maintenance base budget.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The proposed scheme will help sustain Harts Farm Way until such time as the longer term solution is implemented.
