1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the safety scheme on the C431 High Street, Lymington at an estimated cost of £70,000 be approved.
2. Reason
2.1 To implement the provision of safety measures comprising road narrowings and additional crossing points for pedestrians.
3. Other Options Considered and Rejected
3.1 The Coastal Towns project, programmed for 2005/06, will consider the wider transportation issues for Lymington High Street.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

The Casualty Reduction Engineering Programme for 2002/03 includes an allocation of £900,000 for accident remedial measures at `high risk' locations. This forms part of the County Council's strategy, set out in the Local Transport Plan, aimed towards achieving the Government's road safety strategy and casualty reduction targets for 2010. Many of the schemes implemented are within the under £10,000 category, involving, for example, additional signing and white lining or minor changes to junction layouts. However, at some locations these low cost solutions alone are not sufficient to overcome the problems and achieve significant safety benefits or it is not possible to do so within the financial limits set. The High Street in Lymington has been identified as one of these locations. In the three year period up to 31 August 2002 there had been 13 personal injury accidents recorded by the Police. Many of the accidents involve vulnerable road users in conflict with vehicles travelling on the High Street. The scheme aims to enhance existing and provide additional crossing points for pedestrians whilst taking care not to have a significant effect on the already limited parking on the High Street. |

National/County network and policies The scheme is part of a programme of works aimed at reducing the number of personal injury accidents, supporting the County Council's road safety and casualty reduction policies and contributing to the overall objective of the County Council's Local Transport Plan. Details of scheme and design standards The scheme involves the installation of build-outs on the High Street and narrowing the carriageway at the Pelican crossing and Church Lane. It is also proposed to upgrade the Pelican crossing to a Puffin crossing in line with current policy. A buff skid resistant surface will also be introduced on the approaches to the controlled crossing and in the vicinity of Captains Row. This will enhance the existing skidding resistance of the road, as well as alerting drivers to the possibility of pedestrian movements at these locations. Environmental impact The proposed materials to be used for the scheme will have no adverse impact on the environment. Land requirements No land acquisition required All works to be confined within existing public highway limits. Statutory procedures A temporary road closure traffic order will be required during part of the work for the safety of both the travelling public and the contractors staff. Public consultation The proposed scheme has been the subject of consultation with New Forest District Council, Lymington Town Council, Lymington Chamber of Commerce and Hampshire Constabulary. Their comments have been incorporated in the design of the scheme. Local Member's View Councillor Hayes supports the proposals. Facilities for the disabled The needs of the disabled have been taken into account by providing dropped kerbs and tactile paving. Maintenance implications The revenue implications of this proposal will be taken into account in the setting of the budget. Crime and Disorder Act 1998 The provisions of this Act have no impact on this proposal. Sustainability The additional crossing points will support sustainable forms of transport. |
