1. Summary

1.1 The following decisions are sought:

      (i) The Executive Member for Environment to agree:

        That the Executive Member for Policy and Resources be advised that the Executive Member for Environment supports the attached Project Appraisal for the maintenance scheme on a section of Jacobs Gutter Lane and Bury Road between the A326 spur road and Normandy Way at an estimated cost of £1.1 million.

    (ii) The Executive Member for Policy and Resources to decide:

        That the attached Project Appraisal for the maintenance scheme on a section of Jacobs Gutter Lane and Bury Road between the A326 spur road and Normandy Way at an estimated cost of £1.1 million be approved.

2. Reason

2.1 To enable the maintenance works to be carried out.

3. Other Options Considered and Rejected

3.1 Initially an option was considered to widen Jacobs Gutter Lane and Bury Road and provide an off-road cycle path. However the off-road cycle path would have required third party land which would have to be obtained by negotiation or Compulsory Purchase Order. Due to the time constraint on implementing the maintenance works and that negotiations to acquire land could be prolonged it was agreed to delete the cycle path from the scheme.

Scheme

7.1

Introduction

This Project Appraisal is for maintenance works on the section of Jacobs Gutter Lane and Bury Road between the A326 spur road and Normandy Way Roundabout (see attached location plan).

The scheme is mainly externally funded from development planned to be implemented in Marchwood, the remaining funding to be met by a capital allocation.

7.2

Details

Jacobs Gutter Lane is currently a single carriageway varying in width between 5.8 metres and 7.4 metres which has structurally failed at many locations along its length.

With the expected increase in traffic, especially heavy goods vehicles (HGVs), the condition of the road will only deteriorate if maintenance works are not carried out.

The proposed scheme will result in the road having a minimum width of 6.75 metres with the sections of road that have structurally failed being reconstructed.

7.3

Standards

The proposed improvements have been designed to national and county standards.

7.4

Statutory Procedures and Consultation

The public utilities have been contacted and informed of the proposed maintenance works on Jacobs Gutter Lane.

Permission has also been sought from the Environment Agency to pipe some sections of existing ditches.

No public exhibition is planned to seek the views of local residents and businesses as the scheme is purely maintenance works.

However an exhibition will be arranged for local residents and businesses. This will give them the opportunity to see the extent of the works as well as the necessary temporary traffic management measures required, ie road closures and diversion routes, to accommodate the works.

It is planned to have the exhibition early in 2003 after a contractor has been appointed to carry out the works and the detailed programme has been finalised.

7.5

Policy Considerations

The carriageway will be reconstructed to bring it up to current County Council standards in order that it can accommodate the expected increase in the level of traffic, especially HGVs.

7.6

Environmental Impacts

There are no significant environmental impacts from the proposals, apart from the loss of small sections of verge to accommodate the road widening. The existing hedgerows are not affected by the scheme.

7.7

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.8

Local Members' Views

Councillors Kendal and Mrs Randall support the proposals. However Councillor Kendal has expressed his concern over the effects on local traffic during the works and associated road closures.

Both Councillors Kendal and Mrs Randall will be further consulted on the required traffic management measures when the programme of works has been finalised by the contractor.

7.9

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

7.10

Sustainability

The scheme has been designed to improve the operation of Jacobs Gutter Lane as the main access to the proposed developments in Marchwood. This will continue to relieve the pressure on other less appropriate roads in the area.

Maintenance Implications

There will be additional revenue implications as a result of this scheme being completed and these will be taken into account in the setting of the annual base budget.
