1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal to carry out streetscape improvements in North Camp, Farnborough at an estimated cost of £165,000 be approved.

2. Reason

2.1 To implement streetscape, public open space and car park improvements at Lynchford Road and Camp Road, North Camp funded through the Regeneration of Older Urban Areas 2001/03 programme approved on 11 September 2000.

2.2 Hampshire County Council's Regeneration of Older Urban Areas (ROUA) programme is managed to implement landmark projects to raise the quality of life of all who live, work and visit urban areas. All projects are designed to demonstrate the benefits of making the best use of land and property; high quality design; long life solutions and materials; and appropriateness to the local sense of place.

3. Other Options Considered and Rejected

3.1 No other options were considered appropriate for the delivery of the scheme objectives or to the principles of the ROUA programme.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

The project provides an extension to previous improvement work funded by the ROUA programme. The project is also part of the emerging North East Hampshire Transport Strategy capital scheme for North Camp.

The work is consistent with targeting actions of the North Camp Action Plan, and is contributing to the overall regeneration of North Camp.

IMPROVEMENT PROPOSAL (Client Department)

National/County network and policies

This project will contribute to environmental improvements and enhanced traffic management, including more effective use of car parking facilities, in North Camp district centre.

Details of scheme and design standards

An integral part of the County Council's and Rushmoor Borough Council's aspirations for this area of North Camp is to give a much higher priority to pedestrians around the district centre by improvements to existing footpaths, including some widening. Also to improve views into the shopping area, provide `Gateway' features and a village green/meeting point at the junction of Camp Road and Lynchford Road. A location plan is attached. This scheme represents the third phase of paving within North Camp funded by the ROUA programme (see attached plan).

The environmental improvements include:

(i) replacing concrete kerbs to the full extent of the improvements with new stone kerbs and sett channels;

(ii) resurfacing tarmacadam pavements with high quality brick and stone paving, and new resin bound surface for footpaths through Napier Gardens, appropriate to the `village' character of North Camp;

(iii) resurfacing parts of the carriageway with stone setts to emphasise the traffic management provisions and the special character of the area; and

(iv) carrying out selective clearance and pruning of existing trees and shrubs, along with appropriate replanting, to enhance views into Napier Gardens car park and Lynchford Road.

The scheme will occupy a section of Lynchford Road, from St Albans roundabout to the junction of Camp Road, Napier Gardens and Peabody Road car parks, and the footpath links to both car parks. The proposals cover approximately 1.5 hectares (see attached location plan).

Environmental impact

The scheme will result in improved facilities for pedestrians, parking and deliveries within an important local shopping area. New paving, new street furniture and planting will contribute to a high quality environment.

Land requirements

No land acquisition is required.

Statutory procedures

No statutory procedures are involved.

Public consultation

Rushmoor Borough Council and the local Community Group were fully involved in the scheme preparation and are supportive of the proposals. Scheme details will be shown at a public exhibition in North Camp.

Local Member's View

Councillor Mrs Devereux supports the proposals.

Facilities for the disabled

The scheme includes widening of pavements and tactile surfacing at crossing points on Lynchford Road for the visually impaired.

Maintenance implications

The completed scheme will be incorporated into the maintenance programme of the Highway Authority. High quality materials have been used to achieve a longer life for the scheme and to maintain maintenance liabilities at existing levels.

Crime and Disorder Act 1998

The provisions of this Act will have no impact on this proposal.

Sustainability

The project supports the Sustainable Suburbs Action Plan, developed by the County Council, Rushmoor Borough Council and Joseph Rowntree Foundation. The action plan sets out targets for the improvement of a locally important shopping area and location for a range of community facilities.

ALTERNATIVES CONSIDERED

Following a detailed assessment of vehicle movements in North Camp the implementation of a one-way traffic management system was studied as an alternative option. However, this was not considered to offer significant benefits for the local community.

The overall concept and palette of materials for all phases of work was established during an extensive public consultation exercise. The design has been followed consistently to ensure a high level of continuity between phases.
