Attached is the District Auditor's Report dealing with Best Value and Performance Management. | |||
1.2 |
Overall, this is a very good report. It recognises that the Authority has made significant progress in developing a robust performance management framework over the last twelve months. | |||
1.3 |
It is particularly pleasing to note the praise given by the Auditor to the Authority's decision to publish its Corporate Plan on the website. The Plan is recognised as a truly dynamic document which not only pulls together and points to all relevant information that supports the Authority's strategic plan, it enables the continuous updating of performance management information. | |||

There are seven recommendations: | |||
· |
Continue the active involvement of Members in Best Value Reviews. | |||
· |
Effect project management trainng for all relevant staff as a matter of priority. | |||
· |
Service Management Team and senior managers to re-emphasise commitment to performance management and ensure integration into management processes. | |||
· |
Implementation of the IPDS programme used to pursue IIP accreditation. | |||
· |
Reinforce "buy-in" to new performance management framework at all levels, to ensure the involvement and contribution of staff. | |||
· |
Ensure the implementation of SAP takes account of the Authority's needs as a matter of priority. | |||
· |
Ensure comprehensive training for SAP given to all relevant staff. | |||
Members are asked to give initial consideration to these recommendations so that an action plan in response to them can be prepared in time for the next meeting of the Committee. | ||||

The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998 and considered in the light of the Race Relations (amendment) Act 2000. | |||
