Representation on (a) the Farnborough Aerodrome Consultative Committee and

(b) on the MOMC Trust Limited and the MOMC Leigh Park Crafts Initiative

1. Summary

1.1. The following decisions are sought:

Farnborough Aerodrome Consultative Committee

    (a) That Councillor Mrs. P.M. Devereux be appointed as the County Council's representative on the Farnborough Aerodrome Consultative Committee until the Annual Meeting of the Council in 2005.

    MOMC Trust Ltd and MOMC Leigh Park Crafts Initiative

    (b) That Councillor K.G. Chapman be appointed as the County Council's representative on the MOMC Trust Limited Board of Directors and Councillor Mrs. S.E. Allbright on the MOMC Leigh Park Crafts Initiative Trust Limited until the Annual Meeting of the Council in 2005.

2. Reasons for the Recommendations

2.1. Farnborough Aerodrome Consultative Committee

2.1.1 The Farnborough Airfield Civil Enclave Liaison Committee (FACELIC) upon which Councillor Mrs. P.M. Devereux serves as the County Council's representative, is to be disbanded in January 2003 when the Aerodrome becomes subject to CAA licensing regulation. To ensure appropriate consultation continues, Rushmoor Borough Council is proposing to establish a new Farnborough Aerodrome Consultative Committee (FACC) and have invited the County Council to appoint one member who may be accompanied to meetings by a non-voting technical adviser.

2.1.2 The purpose of the new FACC Committee is to provide an effective forum for the discussion of all matters concerning the development and operation of the Aerodrome that have an impact in the area, including monitoring information and the consideration of complaints. It will comprise of 21 voting Members representing a balance of operators/users, local authorities and local interest organisations. It is recommended that Councillor Mrs. P.M. Devereux is appointed as this Council's representative and it is for the Executive Member for Policy and Resources to determine this. The Executive Member for Environment supports the proposal and Mrs Devereux has indicated a strong desire to undertake the new role.

2.2. MOMC Trust and MOMC Leigh Park Crafts Initiative Trust Ltd

2.2.1 The MOMC Trust and the MOMC Leigh Park Crafts Initiative Trust Limited have each requested representation by a member of Hampshire County Council to become a board member of their organisations. Councillor K.G. Chapman and Mrs S.E. Allbright are recommended for the respective organisations. MOMC is the brand name for the project to create a major international craft facility in Hampshire.

2.2.2 Budget provision for the support of these two companies for the next two years is held within that of the Recreation and Heritage Department as supplemented by support from Economic Development. Capital funding for either element does not exist within current plans. Basingstoke and Deane Borough Council has confirmed its funding for the next two years and the Council Plan refers to the MOMC Project and the opportunity of working with the County Council and the Arts Council on its realisation. Havant Borough Council have impressed upon Hampshire County Council that it wants the reserved allocation of £500,000 currently held by the Arts Council to be spent mainly in their Borough area and they have allocated £250,000 from their Single Regeneration Budget to this, in addition to the value of a Leigh Park site assessed at £150,000.

2.2.3 Councillor Chapman is a local member for Basingstoke; Councillor Allbright is a local member in Havant and they are the deputy and main spokespersons respectively for the arts and would be suitable representatives. The Executive Member - Recreation and Heritage is aware and supports this. These are regarded as appointments to an outside body and the decision is therefore a matter for the Executive Member for Policy and Resources.

3. Other options considered and rejected- not making these appointments. This is not recommended as it would result in the Council having no representative on these bodies.

5. Dispensation granted by the Standards Committee - Not applicable.

6. Reasons for matter being dealt with, if urgent - Not applicable.
