AT A MEETING OF REGULATORY COMMITTEE B held at The Castle, Winchester on Thursday 19th December 2002.

1. APPOINTMENT OF CHAIRMAN
That Councillor M.S. Geddes be appointed chairman for this meeting only.
2. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.
3. DEPUTATION
The Committee received a deputation from Councillor P.A. Pierce as local member expressing concerns about the walking route between Abbotts Ann and John Hanson Community School in Andover (Minute no. 4 refers).
4. SCHOOL TRANSPORT APPEAL: ABBOTTS ANN TO JOHN HANSON COMMUNITY SCHOOL, ANDOVER
The Committee considered a report of the Director of Environment (Item 4 in the Minute Book) concerning the walking route between Abbotts Ann and John Hanson Community School in Andover. The Committee paid particular attention to safety factors along the route inspected and expressed concerns about the sharp bend at Church Road/Manor Road at the junction of Mill Lane and the A343 crossing point just south of the Foundry Road junction. In particular the Committee felt that it was unsafe for pedestrians to wait in the white hatching in the centre of the A343 crossing point, and that the construction of a refuge at this point would not alleviate the safety concerns.
Having carefully examined the route and weighed the arguments, the Committee concluded that the route between Abbotts Ann and John Hanson Community School in Andover was unavailable for children aged 11 years or more both unaccompanied and accompanied.
RESOLVED:
That the appeal be allowed.
