Appendix 1
Throughout this appendix references are made to Hampshire's peer group. For publication purposes, and when awarding blobs, Hampshire is compared with other Shire authorities. Many of these counties are of limited relevance to Hampshire, being in the Midlands or the North where different market conditions apply. Many northern Shire counties appear to have an increased market capacity, better availability of suitable staff and a lower cost base for many services.
Hampshire feels that its best comparators are South East Shire counties such as Surrey, Sussex and Kent; as all experience similar problems around rurality and prevailing market conditions. Although PAF indicators for these counties are available, weighted figures are not; so for comparison purposes indicators are provided for Outer London authorities as the best available approximation. The Social Services Inspectorate acknowledges this issue; publishing a South East Regional analysis for the Position Statements which includes many PAF indicators. It has also been suggested that unit cost indicators may have a `cost weighting' applied in future years, to remove regional bias.

This indicator is a Best Value Indicator, affecting assessment of Hampshire's corporate health. The target for 2001-2 was 78%, which we missed. Actual performance was 47%, which highlighted the fluctuations to be expected between years given the small number of young adults involved and the varying ability mixes often apparent between years. This indicator is also impacted by the decision of increasing numbers of children to attend college; thus not leaving care at 16 and distorting the indicator. As these students leave care in later years with better qualifications, this causes a blip in the results rather than establishing a trend of poor results. Accordingly the target for 2002-3 remains at 78%, well within the national target of 70-100%.
This indicator is reflected in the Public Service Agreement which includes targets for the percentage of children leaving care with 5 A*-G grades (Target 7a) and the number with 5 A*-C grades (Target 8).

An underlying factor was the lack of a specialist team to support, and maintain contact with, care leavers. Contact, if any, was frequently ad hoc with minimal recording in client files, causing data collection problems for this indicator. It is expected that the creation of the care leavers team, and the consequent rise in profile of the corporate parent role, will facilitate contact and consequentially recording. This will allow monitoring of existing performance and service planning. It is believed that many of the young adults still in contact with SSD at 19, are in contact as they are still in need of support; this will have a detrimental effect on the indicator.
This indicator is a Best Value Indicator, affecting assessment of Hampshire's corporate health. No target was provided for 2001-2, as this was a new indicator for which no benchmarks were available. The target for 2002-3 is 45%, similar to the national average.

During recent year's Hampshire has been restructuring in-house residential provision. This has resulted in reduced occupancy rates, and consequential increased unit costs. Additionally, some other children's homes have become surplus to needs, also impacting on the cost base. As these issues are resolved it is hoped that unit costs fall closer to national levels.

This indicator should be looked at alongside C28 (intensive home care per 1,000 older people) and C26 and C27 (admissions to residential care). From this it can be seen that the problem is not that too many people are admitted to residential care, but that too few are supported to live in the community using intensive residential care. More details on this are provided under C28 analysis.

This indicator is a Best Value Indicator, affecting assessment of Hampshire's corporate health. The target for 2001-2 was 8%, which we missed. The target for 2002-3 is 10%, mid way through the range indicating best practice. At present we are expected to fall short of this target. The Public Service Agreement sets a target of 84 children to be adopted in 2004-5; although some can be offset against a permanent 'friends and family' placement not leading to adoption. The target of 84 children in 2004-5 needs to be compared with the 49 adopted during 2001-2.

It must be questioned how the concept of too few people entering care, as targeted for this indicator, links with the government's intention of supporting as many people to live independently as possible through the use of intensive care at home and the Supporting People agenda.

Hampshire was awarded 2 blobs for this indicator and showed poor performance. Despite this Hampshire performed better than Southampton, Bournemouth, Surrey, East Sussex, West Sussex and Dorset; probably indicating problems around the provision of this service in the South of England. It is also interesting to note how Shire and unitary authorities perform significantly worse that metropolitan and London authorities against this indicator.
This indicator is a Best Value Indicator, affecting assessment of Hampshire's corporate health. The target for 2001-2 was 6.2%, which we just missed. The target for 2002-3 is set at 6.3% in the Best Value Performance Plan, and we are expecting to slightly over achieve on this.
This indicator was a required part of the Public Service Agreement; due to our historic poor performance against national targets. Accordingly, Hampshire has been set a target of 18 households per thousand older people to be achieved by 2004/5. This will entail a threefold increase in provision, so it is not yet certain that this stretched target can be achieved within existing resources - both Hampshire's financial constraints and market capacity to provide the service.

This is believed to be linked to both positive policy issues and changes in the demographic mix. Workers in the childcare sector are trying to re-locate children placed outside Hampshire within the county, to facilitate contact with relatives in line with government objectives. There is also the mix of children to consider, older children are moving in to hostels ready for when they leave care and children with disabilities frequently remain within a school or other residential setting. Further work need doing to benchmark our data with other authorities.

Hampshire was awarded 3 blobs for this indicator and showed below average performance. This reflects well on the county considering the size of the operation in comparison with many other authorities - our nearest comparator is Essex which achieved 4 blobs.
Most authorities provide a limited range of equipment, currently relying on Health to supply a wider range, and do not fit equipment which requires the use of a technicians service. Hampshire has been a leader in joint working with Health on community equipment and has provided an integrated service for several years, including a technicians service to install simpler aids and adaptations. This is consistent with the NSF for older people, and will be required of all authorities within the next few years.
For 2003-4 the PAF target indicator is being changed to the percentage of equipment delivered within 7 days, again in line with the NSF targets.
This indicator is a Best Value Indicator, affecting assessment of Hampshire's corporate health. The target for 2001-2 was 96%, which we fell short of following clarification of the counting requirements with the SSI. The target for 2002-3 is set at 95% in the Best Value Performance Plan, although we are not now expecting to achieve this following clarification of the counting rules. However, performance will have improved on that for 2001-2 by around 2%.

Historically, Hampshire has not reviewed all users to whom a service was provided; this was seen as overly bureaucratic, expensive and confusing for many clients. This was particularly true for users receiving services from a funded voluntary body or a specialist service such as mental health "pop in" centres. Accordingly there are neither automated ways to provide recording of "simple" reviews by providers nor created robust counting mechanisms. Work on improving this is ongoing, given the high profile of this indicator.
This indicator is a Best Value Indicator, affecting assessment of Hampshire's corporate health. The target for 2001-2 was 46%, which was missed following clarification of the requirements. The target for 2002-3 is set at 48% in the Best Value Performance Plan, and it is not expected this will be achieved given the revised understanding of the indicator's definition.

This indicator has been revised to cover all delayed discharges, not just those for patients over 75 awaiting social care. Additionally, this data is still only available by Health Authority rather than council area - although this is expected to change for 2003/4 onwards. Having said this it must be admitted that Hampshire's performance is known to be poor from weekly SITREP status reports which identify social care clients. Publicly, Hampshire is linked to poor performance for this indicator with the 3 old Health Authorities all in the worst quartile. Work in solving this is very high profile, with both councillors and the DoH.
A subset of this indicator, dealing with clients over 75 years of age, is included as target in the Public Service Agreement. This target is very stretching, and Hampshire is working closely with Health on timely ways to monitor performance.
