4 COMPREHENSIVE PERFORMANCE ASSESSMENT AND THE HAMPSHIRE IMPROVEMENT PROGRAMME (Report herewith)

To consider the report of the Chief Executive which welcomes the Comprehensive Performance Assessment which places the County Council in the "Excellent" category, and considers the top level results to identify areas of greatest strength, or where improvements can still be made.

5 REGIONALISM (Report herewith)

To consider the report of the Chief Executive which provides an update on a number of measures recently published by the Government which take forward the regionalism proposals for England.

6 LOCAL GOVERNMENT BILL (Report herewith)

To consider the report of the County Treasurer which summarises the main provisions of the Local Government Bill introduced in the House of Commons on 25 November 2002.

7 COUNCIL TAX DISCOUNT ON SECOND HOMES (Report herewith)

To consider the report of the County Treasurer which summaries Government changes to council tax discounts in England, and proposes the development of a protocol with District Councils to maximise the use of the additional income accruing to meet local needs and priorities through local strategic partnerships.

8 2003/04 PROVISIONAL LOCAL GOVERNMENT FINANCE SETTLEMENT AND BUDGET GUIDELINES (Report herewith)

To consider the report of the County Treasurer on the provisional local government finance settlement and its implications for the 2003/04 budget strategy.

9 PARK AND RIDE EXTENSION, BAR END, WINCHESTER (PLANNING APPLICATION NOS: W/03011/01 AND W03011/05, CONDITION 5: MITIGATION GRASSLAND) (Report herewith)

To consider the report of the Director of Environment which seeks approval to submit proposals to the Regulatory Committee for mitigation land in connection with the proposed park and ride extension at Bar End, Winchester. Members will be aware that following a High Court Judgment, previous decisions by the County Council in relation to the selection and management of land in mitigation for the proposed park and ride extension have been quashed, and an appeal subsequently lodged by the Council with the Court of Appeal.

10 PLANNING AND COMPULSORY PURCHASE BILL - IMPLICATIONS FOR HAMPSHIRE (Report herewith)

To consider the report of the Director of Environment which discusses the implications for Hampshire of the Planning and Compulsory Purchase Bill introduced in Parliament on 4 December 2003, and how the County Council might maximise its role in the new system.

11 THE FUTURE DEVELOPMENT OF AIR TRANSPORT IN THE UNITED KINGDOM - A NATIONAL CONSULTATION (Report herewith)

To consider the report of the Director of Environment on the regional consultation documents from the Secretary of State on a range of options for the future development of air services and airports in the United Kingdom over the next 30 years.

12 SCHOOL REORGANISATIONS, POLICY AND PRACTICE (Report herewith)

To consider the report of the County Education Officer on the issues involved in managing the growing number of surplus places in primary schools and the opportunities offered by local reviews to rationalise and improve provision, including facilities for early years education and childcare.

13 REPORT ON THE CONSULTATIONS ABOUT A SIX TERM YEAR

To consider the report of the County Education Officer on the outcomes of consultations about the six term school and college year recommended by the Local Government Association. Cabinet will also receive a presentation by Miller Associates on the consultations.
