1. Summary

1.1 Hampshire County Council is a key partner in the Gosport Partnership which has prepared `The Community Strategy for Gosport, Partnership Document 2003 - 2006' (Appendix A). Hampshire County Council approval of this document is necessary so that the Action Plan can be developed and implemented within this strategic framework.

2. Background

2.1. The local Government Act 2000 (LGA 2000) imposed a statutory duty on principal local authorities to produce Community Strategies with the aim of improving the social economic and environmental well-being of the area. These strategies must be prepared by a range of partners who agree to work together in a Local Strategic Partnership (LSP). The LSP for Gosport is known as the `Gosport Partnership' and is administered by the Borough Council. Hampshire County Council is represented by the Executive Member for Community Development and Regeneration who is now asked to approve the `Partnership Document'.

3. The Community Strategy for Gosport

3.1 The Strategy has been prepared as a result of extensive community consultation and in conjunction with a range of partners.

3.2 The document provides the strategic framework within which partners can work to develop an Action Plan setting out clear and achievable targets. This Action Plan is due to be developed through The Gosport Partnership and other key agencies in January/February 2003.

3.3 Once the Partnership Document has been approved and work on the Action Plan is complete, a Summary Document outlining the key points of both documents will be produced for the community and residents of Gosport

3.4 Once the package of documents making up the whole of the Community Strategy for Gosport is in place, it will be referred to Policy and Resources Policy Review Committee for comment and to the Executive Member for Policy and Resources for final approval.

Recommendation

1. That the draft `Community Strategy for Gosport, Partnership Document 2003 - 2006' be approved.

2. That once the Community Strategy for Gosport Partnership Document 2003 - 2006, Action Plan and Summary are completed in March 2003, the package be referred to Policy and Resources Policy Review Committee for comment and to the Executive Member for Policy and Resources for final approval.
