THE YOUTH JUSTICE BOARD ANNUAL CONVENTION

REPORT OF THE HEAD OF YOUTH OFFENDING SERVICES

1. Introduction

1.1 At the end of November 2002, the Youth Justice Board held its third annual convention. Entitled "Building on Success", the convention was addressed by the Home Secretary, by Baroness Blackstone, Lord Warner and many others. The convention was attended by just under one thousand people who are involved in the Youth Justice system.

1.2 The purpose of this report is to provide Members with an opportunity to reflect on the conference, and to indicate whether they might wish to attend the conference in 2003.

2. The Convention

2.1 The Conference was held over two days at the Queen Elizabeth II Conference Centre in London. Local representation included the Chairman and Vice-Chairman of this Committee, the Chair of the South & South-East Hampshire Youth Panel, together with a number of managers from the Youth Offending Team and its partner agencies.

2.2 Reports of the conference speeches are contained in the December 2002 edition of the Youth Justice Board News, copies of which have been included for Members with the agenda for this meeting.

2.3 Those members of this Committee who attended the convention will have their own recollections of the event, which they may wish to share with others.

3. Convention 2003

3.1 The Convention in 2003 will be held on Tuesday, 11th and Wednesday, 12th November, again at the Queen Elizabeth II Conference Centre. Members of the Committee who are interested in attending might wish to note this date and make enquiries about the availability of places and funding via their training officers, or their equivalent.

4. Recommendation

    It is recommended that the Committee note the report of the 2002 Youth Justice Board Annual Convention.
