That the building design project appraisal for the scheme to provide an additional classroom and staff accommodation at Balksbury Infant School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,430 per m2.

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £532.00, £4.43 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A bid was made to the DfES in September 2001 to extend the school by one classroom. The bid was successful and the County Council will provide an additional 30 places at the school, bringing the total available to 270 places.
There are currently 231 pupils on role which is expected to rise to 269 pupils by September 2004.
3. DETAILS OF SITE
LOCATION
Balksbury Infant School is located at Floral Way, Salisbury Road, Andover.
ADJOINING LAND AND BUILDINGS
The school is located within a residential area on the western side of Andover. Floral Way borders the site to the north with residential accommodation to all other sides. A public footpath borders the length of the western boundary of the site.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 6.96 acres (2.82 hectares) and is shared between the Infant and Junior Schools The DfES guideline for the two schools on the site is 6.84 acres (2.77 hectares).
PLANNING POSITION
Planning permission for this scheme has been granted.
SUITABILITY FOR PROJECT
The scheme to extend the school will provide the appropriate accommodation for the projected number of pupils. The project also realises the requirement to provide improved staff accommodation along with a new accessible toilet facility, additional circulation and storage.
The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
Site investigations undertaken for the previous recent development on this site have been used in the preparation of this scheme.
The proposed extensions will have strip foundations to a depth of between 600 - 800mm.
ACCESS
Two vehicular access points are located on Floral Way to the north of the site. The entrance to the far north west corner serves the Infant School with a second entrance to the far north east serving the Junior School.
Pedestrian access to the site can be made from Floral Way to the north, Sycamore Walk to the west and from a pedestrian access point to the east of the site.
The existing vehicular and pedestrian entrance arrangements will remain unaltered
COMMENTS ON SITE LAYOUT
Balksbury Infant and Junior Schools share a site, with the Infant School located to the north and the Junior School positioned in the centre of the site.
The Infant School car park is along the northern boundary with the school building and play areas to the south. Further south the Junior School car park is located close to the eastern boundary of the site with the school building and swimming pool to the south. The Junior play area is against the western boundary with the playing field extending to the southern boundary.
The new classroom extension will adjoin the western elevation of the recently completed two classroom extension. The line of three classrooms will run from east to west across the site offering views across the Infant School play areas from the southern elevation. The staff room, stores, accessible WC and corridor / cloaks area will be positioned between the new development and the existing school hall.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will be minimal and will comprise paving to the perimeter of the new accommodation along with a new area of hard paving adjacent to the new accommodation. External seating will be created to the southern elevation of the classroom, which will match that provided with the previous two classroom extension.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension which will adjoin the western elevation of two existing classrooms. The extension will provide one additional classroom with the remaining new accommodation positioned between the new classroom and existing school hall. The new accommodation will provide:
- one classroom with wet area
- staff room
- Accessible WC
- two stores
- corridor / cloaks
Clerestory glazing will be provided to the corridor / cloaks area to provide natural light to this area. The flat roof will overhang the building which will provide a shaded external seating area as well as sun shading to the classroom.
Internal alterations to the interior of the building will allow the reorganisation of the administration suite which is adjacent to the main entrance to the school. The work will enable two administration offices either side of the main entrance, an enlarged Head teacher's office and a Medical Inspection / Deputy Head teacher's office. New automated security doors to the main entrance will improve the security to the main entrance.
PLACES PROVIDED
Upon completion of these works 30 additional places will be provided.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school was constructed in 1975 and is of a SCOLA design. Two new classrooms were added in 1999. The existing buildings on site are considered to be in a fair condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary classrooms on site and none will be required either during or upon completion of these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extension has been designed and materials chosen to match the form and materials of the previous two classroom extension.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extension will be of a single storey traditional construction with facing brickwork and aluminium glazed screens. The roof will be covered with high performance felt and will overhang the building. Areas of clerestory glazing will be provided and windows and doors will be aluminium framed and double glazed.
FACILITIES FOR THE DISABLED
The new extension will have level access throughout. A new Accessible WC will be provided in the extension.
HEATING AND VENTILATION SYSTEMS
The existing gas fired low-pressure hot water system feeding radiators will be extended to serve the proposed new extension.
Ventilation to the teaching areas will be by natural means via opening windows. Mechanical ventilation will be provided to the Accessible WC.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by the Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will provide the required additional accommodation along with enhanced staff facilities, WC's, storage and circulation areas.
CAR PARKING
The car parking arrangements at this school will remain unaltered.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide an additional classroom for Infant aged pupils along with improved WC facilities, enlarged storage areas and corridor / cloak space.
The scheme also addresses the need for enlarged and improved staff and administration accommodation and improved security to the main entrance of the building.
