Changes to 'relevant areas' for consultation on admissions arrangements

1 Summary

1.1 The following decision is sought:

    That the recommendations made by the Hampshire Admission Forum relating to a revised structure for "relevant areas" be adopted by the County Council and, as required by legislation, implemented with effect from the consulting period leading up to September 2004 admissions.

2 Reason

2.1 The Education Act of 2002 has made significant changes to the "relevant areas" legislation. If no change were to be made to the current Hampshire "relevant area", there would be an unacceptable consultation burden on foundation and voluntary aided schools. The proposals aim to ensure that consultations are carried out within clearly defined local areas and respond both to the letter and spirit of the new statutory requirements.

3 Other options considered and rejected

3.1 A range of minor variations were considered by the Admission Forum before they agreed to recommend specific frameworks for primary and secondary schools.

4 Conflicts of interest declared by the decision maker or a member or officer consulted - not applicable.

5 Dispensation granted by the Standards Committee - not applicable.

6 Reasons for the matter being dealt with if urgent

6.1 Hampshire's 76 admission authority schools must determine their admission arrangements for 2004 by 15th April 2003. There is, therefore, limited time for them to carry out consultations in accordance with the proposed new framework.
