Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Building Cost - Net Cost = £1,290 per m2.

The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £702.00, £4.60 per m2.

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The scheme provides two new classrooms to allow the internal adaptation of two existing spaces to provide an IT Suite and music room.

          This project seeks to address two areas of need identified through the AMP process.

      3. DETAILS OF SITE

          LOCATION

          Netley Abbey Junior School is located at Westwood Road, Netley Abbey.

          ADJOINING LAND AND BUILDINGS

          The school is bounded by residential accommodation to the south and south west. Grange Road borders the site from north to north west with Netley Abbey ruins and the County Council owned countryside site of West Wood beyond. Netley Abbey Infant School lies to the south east and the Portsmouth to Southampton rail line borders the site from north to north east with housing beyond.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for the school is 6.57 acres (2.66 hectares). The DfES guideline for a school of this size is 4.99 acres (2.02 hectares).

          The Head of Estates Practice is investigating the capital receipt potential from any surplus land. This school development will not prejudice the investigations.

          PLANNING POSITION

          A formal detailed planning application was submitted to the County Planning Officer during October 2002.

          The planning application covered a larger scheme for this school encompassing the overall development of the site. This phase of work to provide two classrooms and undertake internal alterations will form the first phase of work. Four further new classrooms and the removal of temporary classrooms from site will form the second phase of works should suitable capital funding be made available in the future.

          SUITABILITY FOR PROJECT

          Following a successful bid under the Seed Challenge Initiative these proposals will provide two purpose designed general teaching classrooms and by way of internal alterations to the existing building, a new dedicated music room, IT Suite, special needs and shared areas.

          The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.

          RESULTS OF TRIAL BORE HOLES

          A site investigation was undertaken in October 2002 and three trial pits were dug in the location of the proposed new accommodation. The investigation revealed that the ground conditions were topsoil overlying clayey gravel.

          It is proposed to use traditional concrete strip foundations with a ground bearing slab.

          ACCESS

          The vehicular and pedestrian access point to the school are from Westwood Road to the south of the site.

          The existing vehicular and pedestrian entrance arrangements will remain unaltered.

          COMMENTS ON SITE LAYOUT

          The school site is roughly rectangular in shape with the school buildings lying towards the south with two hard play areas to the west and north of the school buildings. The school swimming pool and three temporary buildings are positioned between the two play areas with the playing fields extending to the north.

          The main vehicular and pedestrian entrance lies to the south along with the school car park and main entrance to the building.

          The two new classrooms will be positioned to the south west of the original school building and will be constructed as a single storey curved building around the existing Millennium Garden. The proposed accommodation will adjoin the existing building via a new link.

          MAINS SERVICES POSITION

          Existing mains services will be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Landscaping associated with these works will comprise hard paving and planting to the main entrance to the school building. Low level planting will be established between the existing and proposed new building and new pathways will connect the new accommodation to the existing school and play court to the west.

          The two new classrooms will have a timber deck which will extend out to the south offering views over the Millennium garden. The garden will be further enhanced by the planting of new shrubs and trees.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey extension which will adjoin the southern elevation of the existing school. The extension will provide:

          - two classrooms, each with a wet area

          - shared area

          - cloak area

          - entrance lobby / link to main building.

          Internal alterations to the existing building will comprise the removal of a small open plan cookery area to allow for a new general shared space. An existing open plan area which is currently used for music will be enclosed and will accommodate a new IT Suite which will link to the existing library. One general teaching classroom will be converted to a dedicated music room with a further general teaching classroom being converted to a special needs room with a general resources area.

          A new reception desk will be fitted to the administration office at the main entrance of the building and the existing doors will be repositioned to allow for the new link and entrance.

          PLACES PROVIDED

          No additional places will be provided as a result of this project.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The school was constructed in 1975 and is of a SCOLA design. A small infill extension was completed during 1991. The existing buildings on site are considered to be in a fair condition for their age and type.

          TEMPORARY BUILDINGS

          There are three temporary classrooms on site positioned on the edge of the school playing field adjacent to the swimming pool. Two of the temporary classrooms are classified to be in a fair condition with the third in a good condition.

          The three classrooms will remain on site upon completion of these proposals and will continue to be used by the school. If funding is made available in the future further classrooms will be constructed and the temporary classrooms will be removed.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The extension has been designed and materials chosen to compliment the original SCOLA building. However, the form has been designed to stand alone and make a positive impact on the entrance to the school and its relationship to the millennium garden.

          No trees will be removed as part of this project and the whole site will be enhanced by additional planting and new trees.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The extension will be a single storey linear building curving around the Millennium Garden. The building will be of a traditional construction with facing brickwork under a mono-pitched roof with a standing seam metal covering. Windows and doors will be grey framed aluminium to match the existing school. The southern elevation of the classrooms will open out onto a timber deck.

          FACILITIES FOR THE DISABLED

          The new extension will have level access throughout.

          HEATING AND VENTILATION SYSTEMS

          The existing gas fired low-pressure hot water system will be extended to serve the proposed new extensions with an under floor heating system.

          Ventilation to the teaching areas will be by natural means via opening windows.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by the new Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals will provide two new general teaching classrooms and will allow the creation of specialist teaching accommodation, in the existing building, in the form of a music room, IT Suite and special needs area.

          CAR PARKING

          The car parking arrangements at this school will remain unaltered.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Borough Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          These proposals will provide purpose designed teaching accommodation for Junior aged pupils. The scheme also addresses the need for specialised teaching accommodation which will be provided, by way of internal alterations, in the existing building.

          This project will complete the first phase of work at this school to provide replacement permanent teaching accommodation to enable temporary classrooms to be removed from site. The overall site development plan will be realised if further funding is made available in the future to construct four new classrooms and remove the temporary buildings.
