RECOMMENDATION:
That the building design project appraisal for the scheme to provide an additional Key Stage 2 classroom and staff accommodation at Crookham Junior School be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,442 per m2.
The above net cost relates to the new build elements of the scheme only. It would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £1,998.00, £4.44per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A bid was submitted to the Department for Education and Skills (DfES) for capital funding under the Key Stage 2 class size initiative. This was successful and funding was provided to build an additional classroom.
3. DETAILS OF SITE
LOCATION
Crookham Junior School is located at Tweseldown Road, Fleet.
ADJOINING LAND AND BUILDINGS
The school is located within a residential area to the south east of Fleet. Residential accommodation borders the site to all sides and Tweseldown Road and the main vehicular entrance is to the south.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 7.97 acres (3.23 hectares) and is shared between the Crookham Junior School and Tweseldown Infant School. The DfES guideline for the two schools on the site is 6.94 acres (2.81 hectares).
This school development will not prejudice investigations into alternative uses for any potentially surplus land.
PLANNING POSITION
Planning permission for this scheme has been granted.
SUITABILITY FOR PROJECT
The scheme to extend the school will provide the appropriate accommodation for Key Stage 2 pupils. The project also realises the requirement to provide improved staff and administration accommodation along with a new school library.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.
RESULTS OF TRIAL BORE HOLES
Site investigations undertaken for a previous recent development at Tweseldown Infant School have been used in the preparation of this scheme.
It is proposed that traditional strip foundations be used for the proposed development.
ACCESS
The main vehicular and pedestrian access point to the site is from Tweseldown Road to the south of the site. A second pedestrian entrance is located in the far north west corner of the site from Tudor Way with a third pedestrian entrance from Oakwood in the south west corner of the site.
The existing vehicular and pedestrian entrance arrangements will remain unaltered.
COMMENTS ON SITE LAYOUT
Crookham Junior School shares its site with Tweseldown Infant School, with the Infant School located in the south east of the site and the Junior School positioned to the west of the site.
The main entrance to the Junior School is located within the link between two blocks of accommodation. Car parking for the Junior School is positioned to the south of the school buildings with the hard play areas to the north. The school playing field extends to the north and east.
The new classroom and staff room extension will adjoin the northern elevation of the link. The second extension to provide the entrance and staff offices will be constructed to the southern elevation of the link. The remaining accommodation in the link will be reconfigured to form a new library.
MAINS SERVICES POSITION
Existing mains services will be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with these works will comprise paving to the south of the southern most extension, which, along with low level planting, will enhance the main entrance to the building. A second area of hard paving will be established to the north of the northern most extension and will be directly accessible from the new classroom.
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct two single storey extensions which will adjoin the southern and northern elevations of the existing single storey link between two blacks of accommodation. The extensions will provide the following new accommodation:
- one classroom with wet area and stores
- staff room
- entrance lobby
- reception area
- Head teacher's office
- administration office
- Medical Inspection room
Roof lights will be installed in the new classroom and staff room to allow natural light to these two areas. Sun louvers will be provided to the southern elevation of the entrance / administration extension to provide sun shading to these spaces.
Internal alterations to the existing accommodation within the link, which currently comprises the main entrance, Head teacher's office, secretarial office, staff room, stores and corridor, will be reconfigured to create a new library and link corridor.
PLACES PROVIDED
On completion of the project the school will provide 390 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school was constructed in 1965 and is of a SCOLA design. A separate teaching block, also of a SCOLA design, was constructed in 1967. There are a number of small temporary timber stores located along the western boundary of the site which are in use and will remain on site. The existing school buildings on site are considered to be in a fair condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary classrooms on site and none will be required either during or upon completion of these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extension has been designed and materials chosen to compliment the existing building.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The extension will be of a single storey traditional construction with rendered masonry walls under a roof with a high performance felt covering. Windows and doors will be timber framed with areas of plywood panels.
FACILITIES FOR THE DISABLED
The new extension will have level access throughout.
HEATING AND VENTILATION SYSTEMS
The existing gas fired low-pressure hot water system feeding radiators will be extended to serve the proposed new extensions.
Ventilation to the teaching areas will be by natural means via opening windows. Mechanical ventilation will be provided to the library.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals will provide the required additional Key Stage 2 accommodation along with enhanced staff and administration facilities, and a new library.
CAR PARKING
The car parking arrangements at this school will remain unaltered.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Hart District Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide purpose designed Key Stage 2 accommodation for Junior aged pupils along with improved staff facilities and a library.

Current arrangements will continue when the new building is complete.
CATERING
Current arrangements will continue when the new building is complete.
7. FURNITURE AND EQUIPMENT
From the block vote in the Education Committee's Capital Programme.
