      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Contributions have been made from the Policy and Resources Committee's 2002/03 budgets towards the construction of the new nursery/community facilities and the associated landscaping.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Building Cost - Net Cost = Because of the nature of the project combining new build, conversion and refurbishment, it is not possible to report an accurate net cost.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £2,367, £4.40 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The project provides an ICT suite for the school, together with enhanced design technology accommodation. These areas of need were identified through the asset management plan process and the scheme will address this need.

      3. DETAILS OF SITE

          LOCATION

          Henry Beaufort School is located at East Woodhay Road, Harestock, Winchester.

          ADJOINING LAND AND BUILDINGS

          The site is bounded to the north, south and west by residential accommodation. Andover Road North runs along the western boundary of the site with open fields beyond.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for the school is 14.75 acres (5.97 hectares). The DfES guideline for a school of this size is 17.99 acres (7.28 hectares).

          PLANNING POSITION

          A formal detailed planning application was submitted to the County Planning Officer during August 2002 for the day nursery. An application for the dining and kitchen works was submitted in January 2003.

          SUITABILITY FOR PROJECT

          These proposals will provide a new nursery and community facility which is a direct response to a requirement for nursery facilities at the school and in the local community and will enable the teaching of childcare to be added to the school curriculum. The school dining facilities will be greatly improved and conversions and alterations to various other areas of the site will provide a better organised teaching environment.

          The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.

          RESULTS OF TRIAL BORE HOLES

          Information from a previous site development undertaken in March 2001 has been used in the preparation of this scheme and it is proposed to use concrete strip foundations with a ground bearing slab.

          ACCESS

          The vehicular and pedestrian access points to the school are from Main Road to the south of the site. A second vehicular and pedestrian entrance is located further south along the western elevation of the school, with access from Priors Dean Road. There is a turning circle for coaches located adjacent to the Priors Dean entrance.

          The existing vehicular and pedestrian entrance arrangements will remain unaltered.

          COMMENTS ON SITE LAYOUT

          The site slopes from south to north and is roughly square in shape. The school buildings are positioned to the west of the site and the playing field extends eastwards from the school buildings. The main school car park is located to the north, adjacent to the main vehicular entrance and the schools hard play area. The school also has access to a detached playing field located north west of the school site.

          Two extensions will be made to the existing community building located in the south east corner of the site. The new day nursery on the eastern elevation of this building will form two secure courtyards to the north and south.

          The kitchen and dining accommodation, which is located to the north east of the school site, will be extended to the northern elevation. A contractor's compound will be established adjacent to the community building.

          MAINS SERVICES POSITION

          The existing main electrical feed, main gas feed, water pipe and oil feed pipe all pass under the line of the proposed kitchen / dining extension and will be re-routed/bridged as necessary.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Landscaping associated with these works will comprise the creation of two external court yards to the new nursery accommodation, the northern most courtyard will be covered to provide a location for the nursery's separate secure entrance. The eastern elevation of the nursery building will have a raised timber deck which can be used for outside play and teaching.

          A small garden area will be created adjacent to the western elevation of the community accommodation.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          Community / Nursery

          It is proposed to construct two extensions to the community building. The extensions will be to the east and west elevations of the building. The new day nursery accommodation will be contained within a distinct unit which runs across the east elevation of the building. The extension will provide one large day nursery space, which will be used by children aged between two and four years, and a large shared store area.

          Internal alterations to the existing building will provide the remainder of the nursery accommodation which will include:

          - kitchen (shared with community facilities)

          - three sleep rooms

          - office / staff room

          - infant WCs and changing area

          The extension to the western elevation of the community building will extend the existing community lounge by some 40m2. An existing classroom will be reorganised to provide two music practice rooms and a meeting room. A new servery area and roller shutter will be provided in the community room to enable use of the enlarged kitchen.

          Kitchen

          The existing kitchen will be extended and reorganised and a large adjoining dining room will be constructed. The Berlin/Luxemburg block which houses the kitchen and dining room is located in the north east of the site and will be extended on the northern elevation towards the hard playground.

          This block is four storeys high with the kitchen located on the ground floor. It is intended to construct a single storey extension which is capable of accommodating a second or third storey in the future. An existing lean-to building will be demolished to make way for the new extension.

          The kitchen will be extended and work areas and stores will be rearranged to make better use of the space. The kitchen will have a new ceiling and new lighting and an extract ventilation system will be fitted. Within the new extension a large preparation area will be created along with spaces for freezers and chillers. A new servery area will be fitted with built in hot cupboards and hot serving counters. The servery will be fitted with an electronically operated shutter which will be linked to the school alarm. The new dining room will have convector heaters fitted in the ceiling. Partitions will be fitted to organise the children into queues when awaiting service. A canopy will be erected to the eastern elevation of the dining room to provide an outside sheltered eating/waiting area.

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED continued...

          Caretaker's Bungalow

          It is proposed to convert the existing vacant caretakers bungalow, located in the north western corner of the site, to provide a new ICT Suite.

          The existing walls dividing the living room, two bedrooms and part of the hallway will be removed to create one large area which will become the ICT room. This room will be fitted with the appropriate IT cabling and benching. A third bedroom will be reorganised and a new door added to form a new main entrance and reception / office to the ICT suite. The existing front door to the bungalow will be removed and replaced by a window and the adjoining lobby area will be converted to a technicians office. The bathroom will be stripped out and new WC, wash hand basin and shower will be fitted. The existing kitchen will remain unaltered.

          CDT / Technology Block

          The Rome Block which accommodates the Design Technology classrooms is positioned to the west of the site and to the south of the caretakers bungalow.

          The proposal is to undertake refurbishment works to a design technology classroom, an adjoining material store and staff room. The work will comprise redecoration, new ceilings, floor coverings, lighting, power outlets and computer data points.

          PLACES PROVIDED

          Upon completion of these proposals an additional 22 places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The school was constructed in 1970 and many of the buildings on site are of a SCOLA design with various other buildings, linked in part by a series of covered walkways. The main pedestrian route through the school is called the Mall and runs from north to south, from the school's main entrance and drop off point on Priors Dean Road, to the car park at the north of the site, access from East Woodhay Road. The existing buildings on site are considered to be in a good condition for their age and type.

          TEMPORARY BUILDINGS

          There are currently three temporary classrooms on site, two of which are positioned to the north of the school buildings adjacent to the school play ground with the third positioned to the very south of the site, adjacent to the community building. The two units to the north comprise a single and a double classroom, both of which are classified as being in a good condition. Third unit to the south of the site is a double classroom due for demolition.

          It is proposed as part of these proposals to remove one of the temporary buildings from the north of the site upon completion of the new accommodation. The remaining double classroom to the south will be removed.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The extensions to the community building have been designed and materials chosen to match the form of the new Arts Centre. The western extension creates a new façade to the west which addresses the space overlooked by the new drama and arts block.

          The overall appearance of the site will be improved by the removal of temporary buildings, by the proposed hard landscaping adjacent to the new community, nursery and dining extensions and external timber decking to the nursery. The community extension will enhance the public face of the building and will offer a welcoming façade at the schools main entrance.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new accommodation extension will be of a traditional construction with masonry walls in a Chelwood Cambridge cream-coloured facing brick. The flat roofs to the community and dining blocks will have a high performance felt covering and windows will have aluminium powder-coated frames with double glazed units.

          FACILITIES FOR THE DISABLED

          The new extensions will have level access throughout and level access will be retained at the point which the extension adjoins the existing building.

          A new accessible WC will be provided in the community/nursery building.

          HEATING AND VENTILATION SYSTEMS

          The existing gas fired low-pressure hot water system feeding radiators will be extended to serve the proposed new community / nursery extensions.

          Ventilation to other areas in this building will be by natural means via opening windows.

          The new dining room will have ceiling convector heaters installed. Ventilation to the dining area will be by natural means via opening windows and an extract ventilation system will be installed in the kitchen.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals represent a much needed asset to both the school and the local community. The scheme will provide much-improved dining facilities and upgraded technology accommodation.

          CAR PARKING

          The car parking arrangements at this school will remain unaltered.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, City Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          These proposals will provide purpose designed accommodation for use by the school and community. The scheme will also enable the removal of one temporary buildings from site.
