1. Summary
1.1 The attached report sets out the proposed Environment Services capital programme 2003/04 to 2006/07 and revised programme for 2002/03. The Executive Member is being recommended to approve for submission to the Cabinet:
(i) the proposed revised 2002/03 transport capital programme;
(ii) the proposed new capital programme for the Environment Services for 2003/04 to 2006/07; and
(iii) the development of a major scheme bid for Stubbington Bypass to enable a works start to be made in 2007/08 if successful.
2. Reasons
2.1 In order to clarify the organisation of the transport capital programme up to 2006/07 it is necessary to revise the 2002/03 programme. The proposed changes result both from the need to curtail the programme to avoid the possibility of exceeding the Government support level of borrowing approvals and to accommodate increased costs on current projects. The proposed revised programme is set out in Appendix 1 in the attached report.
2.2 The starts programme for 2003/04 to 2006/07 has been derived from the funding available through local resources and through the Local Transport Settlement. The proposed programme is set out in detail in Appendices 2 and 3 in the attached report.
2.3 In order that a major scheme bid can be made in time to enable work on Stubbington Bypass to commence in 2007/08 if successful, development of the project must begin now. Since the scheme will not be in the four year programme, specific approval for this development work is required.
3. Other Options Considered and Rejected
3.1 These are discussed in the attached report. Further options with respect to the Single Capital Pot may be considered at a future meeting.
3.2 It is proposed to continue to fund the integrated transport and highways maintenance and bridges programmes on the same basis as the Local Transport Plan allocation, as indicated in the settlement letters.
