Example statement of assurance
1.1 Hampshire County Council is responsible for ensuring that its business is conducted in accordance with the law and proper standards, and that public money is safeguarded and properly accounted for and used economically efficiently and effectively. In discharging this accountability members and senior officers are responsible for putting in place proper arrangements for the governance of the County Council's affairs and the stewardship of resources at its disposal. To this end the County Council has approved and adopted a code of corporate governance which is consistent with the principles and reflects the requirements of the CIPFA/SOLACE Framework Corporate Governance in Local Government: A Keystone for Community Governance.
1.2 During the year the County Council has started to put in place appropriate management and reporting arrangements to enable it to satisfy itself that its approach to corporate governance is both adequate and effective in practice. The Monitoring Officer has been given responsibility for:
· overseeing the implementation and monitoring the operation of the code
· reviewing the operation of the code in practice
· reporting annually to the Standards committee on compliance with the code and any changes that may be necessary to maintain it and ensure its effectiveness in practice.
1.3 In addition the County Council's chief internal auditor has been given the responsibility to review independently and report to the Standards Committee annually to provide assurance on the adequacy and effectiveness of the code and the extent of compliance with it. The corporate governance arrangements put in place by the authority are more fully described on page (x)
1.4 On the basis of the reports of the Monitoring Officer and the chief internal auditor arising from their reviews of the County Council's corporate governance arrangements we are satisfied that, they are adequate and are operating effectively.
