1. Summary

1.1. This report details the terms of reference of the Committee as agreed by the County Council on 28 November 2002.

2. Terms of Reference

2.1. To exercise powers provided by Section 7 of the Health and Social Care Act 2001 to scrutinise and review, on behalf of the community, health services within the County Council's area as part of a wider role in health improvement and in reducing health inequalities. Section 7 of the Act and The Local Authority (Overview and Scrutiny Committees Health Scrutiny Functions) Regulations 2002 are attached as an appendix to this report.

2.2. To respond, on behalf of the community, to NHS bodies who have a duty to consult on proposals for substantial development and variation in provision of health services.

2.3. To prepare an annual programme of reviews.

2.4. To set up advisory working groups, as appropriate, to undertake individual reviews, such groups to incorporate individuals with specific local knowledge and topic expertise.

2.5. To take an investigative approach, giving consideration to commissioning surveys and research, meeting those providing and using services, and holding public hearings.

3. Meetings 2003

3.1. Arrangements have been made for meetings of the Committee in 2003 to take place as follows:

29 January at 10.30 a.m.
8 April at 10.30 a.m.
3 June at 10.30 a.m.
29 July at 10.30 a.m.
28 October at 10.30 a.m.
16 December at 10.30 a.m.

RECOMMENDATION:

That the report be noted.
