Summary

1.1

The following decisions are sought:

That the Executive Member for Education to agree that the Executive Member for Policy and Resources be advised that the Executive Member for Education supports the project appraisal for the rationalisation and refurbishment of the existing design and food technology accommodation and for the upgrade or replacement of mechanical and electrical services at Warblington Secondary School at an estimated cost of £1,176,000, excluding fees.

That, subject to the views of the Buildings, Land and Contracts Panel, the Leader be asked to approve the project appraisal for the rationalisation and refurbishment of the existing design and food technology accommodation and for the upgrade or replacement of mechanical and electrical services at Warblington Secondary School at an estimated cost of £1,176,000, excluding fees.

That in line with the report to the Executive Member for Policy and Resources on 16 October 2002 approval be given to the negotiation of this contract with Mansells Plc.

Reason

2.1

To provide improved design and technology accommodation and facilitate significant improvement to the mechanical and electrical services in other areas of the school, together with re-roofing of the existing technology block.

2.2

Due to the nature of these works a traditional tender exercise would constrict the proposed programme of work. In addition, this contractor has the capacity and a demonstrable track record of delivering similar schemes and this project would benefit from early contractor involvement.

Other options considered and rejected

3.1

The need of the school for the facilities in question has been identified as a priority and the works set out in the design project appraisal are considered to be the most appropriate and cost effective way of meeting that need.
