AT A MEETING of the SCHOOLS MONITORING PANEL held at The Castle, Winchester on Wednesday 4 February 2003.

53. DECLARATIONS OF INTEREST

Councillor Mrs E.M.F. Randall declared a non-pecuniary interest in Minute 63 below as a governor of Testwood School, Totton.

The Minutes of the meeting held on Wednesday 23 October 2002 were confirmed as a correct record and signed by the Chairman.

57. SCHOOLS FACING CHALLENGING CIRCUMSTANCES

The Panel considered a report of the County Education Officer (Item 5 in the Minute Book) explaining the meaning of the term used by the Department for Education and Skills (DfES) to describe a school facing challenging circumstances (SfCC). The report also outlined the current situation with secondary schools in Hampshire that are so dedicated and the Local Education Authority's collaborative working arrangements with the schools to secure ongoing and sustainable improvement.

      In particular the County Education Officer reported that from April 2003 targeted support would be enhanced because of a new Leadership Incentive Grant (LIG) designed to build a school's capacity for effective leadership, teaching and learning.
      In common with most funding, this was a devolved sum that would go to the schools as identified in the report. The Panel welcomed the introduction of LIG's and considered that they would benefit the wider secondary school community.

      RESOLVED:

      That the report be noted and a further report be prepared on progress with the Leadership Incentive Grant once funding has been secured and the Collaborative Plan implemented.

58. EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of paragraphs 1, 7, 11 and 13 of Part I of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following items:

59. VIGO JUNIOR SCHOOL, ANDOVER (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 7 in the Minute Book) providing an update on developments at this school.

RESOLVED:

That a further report be submitted to the Panel following the next visit of HMI.

60. HAWTHORN SCHOOL, BASINGSTOKE (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 8 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be noted.

    (ii) That further reports be submitted to the Panel as appropriate.

61. ST. ANNE'S CATHOLIC PRIMARY SCHOOL, BASINGSTOKE (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 9 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be noted.

    (ii) That the final report be received at the next meeting.

    (iii) That letters of congratulations be offered to the Chairman of Governors, Headteacher and staff at the school, and the local school improvement team.

62. BRIDGEMARY SCHOOL, GOSPORT (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 10 in the Minute Book) providing an update on developments at this school.



RESOLVED:

    (i) That the Local Education Authority continue with its intensive level of support for the school.

    (ii) That the headteacher and staff be congratulated for the improvements secured so far.

    (iii) That the Panel continue to receive reports of progress until such time as the Serious Weaknesses have been overcome and this has been acknowledged by HMI.

63. COMPOSITE REPORT ON THE PROGRESS OF THE FOLLOWING SCHOOLS SINCE THE LAST MEETING OF THE PANEL:

The Panel considered a confidential report of the County Education Officer (Item 11 in the Minute Book) providing an update on developments at the various schools.

RESOLVED:

    (i) That a further report be received on St. Peter's C.E. Primary School, Ragged Appleshaw following the next visit to this school of HMI.

    (ii) That the Acting Headteacher of Testwood School be thanked for her work.

    (iii) That congratulations be offered to the Headteacher and staff at Andover C.E. Primary School on the improvements made since it was inspected, and that the Local Education Authority continue with enhanced monitoring and support in the coming year.
