AT A MEETING of the CRIME PREVENTION PANEL of HAMPSHIRE POLICE AUTHORITY held in The Chute Room, The Castle, Winchester on Thursday 13 February, 2003
PRESENT:

110 DECLARATION OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the Police Authority's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

Apologies were received from Asst. Chief Constable P. Jacobs.
The Chairman reminded Members that this was the last meeting of Mrs. Barratt and, on behalf of the Panel, she thanked her for her work whilst a Member on the Panel.
112 MINUTES
The Minutes of the meeting of the Panel held on 24 October, 2002 were confirmed as a correct record and signed by the Chairman.
Matters arising:
Minute 109(b)
Hampshire County Council Library Service have accepted the decision of the Panel and have now received the first £500 of their grant.
The Chairman advised the Panel that she had attended the Intensive Supervision and Surveillance Programme (ISSP) launch in Portsmouth recently and was pleased to see the equipment that had been funded by the Panel.
113 APPLICATIONS FOR FINANCIAL ASSISTANCE
The Panel considered a report of the Clerk (Item 4 in the Minute Book) on the amount of funding available for allocation at the meeting, and noted that there was likely to be an underspend of approximately £20,000 in 2002/03.
In respect of the funding application for the Brunswick Road Playground Project (Item 4(ii)) the panel sought clarification from the Consultant on the mix of age groups and noted that the timescales were tight. They would prefer to see a longer period of consultation. The Consultant confirmed that the organisation would be made aware of the Panel's comments in respect of this matter.
The Panel agreed that the Consultant's recommendation be increased to £2,000 for the Homestart Domestic Violence Support Group and Teatime Club (Item 4(iv)).
The Panel considered that the funding for the provision of a new front and rear main access doors equipped with coded access controls for the Knights Enham Infant School security improvements (Item 4(v)) was the responsibility of the Local Education Authority or the school itself. It was recommended that the Consultant write to the applicant and the chair of governors outlining the reasons for the application being turned down.
In relation to the Pavilion Improvement Project (Item 4(vi)), the Panel enquired about the recycle-a-cycle initiative which previously occupied this site but closed some years ago. The Panel agreed that a letter be sent to the Chief Executive of the Isle of Wight County Council requesting reassurances following the outcome of a review by the Charities Commission.
RESOLVED:
That contributions totalling £31,000 be made to the organisations specified in Appendix 1 to the Minutes.
(Note A: Mrs. J. Griffin declared that she was known to the Chairman of the organisation in respect of Item vi, Note B: Councillor Mrs. J. Rayment declared an interest in respect of Item ix).
114 PROGRESS REPORTS
The Panel considered a report of the Consultant (Item 5 in the Minute Book) which summarised the monitoring and evaluation reports which had been received from organisations since the last meeting.
The Panel were advised that the Clanfield Skateboard Park would be opening on the 28 February, 2003. The Panel Members discussed who would attend the event.
