Progress Reports

Report of the Consultant to the Panel

Since the last meeting of the Crime Prevention Panel on 24 October, 2002 the following monitoring and evaluation reports have been received a summary of which is produced below.

1. BE YOUR BEST FOUNDATION - THE GLOBAL ROCK CHALLENGE - POLICE AUTHORITY STANDING GRANT

I have now received accounts in respect of the Rock Challenge events held in 2002 within the Hampshire Police area and can confirm that the standing grant of £25,000 awarded to this project was used to stage events at Portsmouth and Southampton Guildhalls on the 27 and 28 February, 2002, 1 March, 2002 and 5 March, 2002 and the southern grand final on the 17 May, 2002.

A further report on the work of the Rock Challenge during 2002/03 will be presented to the Panel at its May, 2003 meeting when the annual grant is again considered.

2. ROOKLEY PARISH COUNCIL, ISLE OF WIGHT - GRANT OF £4,000 MADE IN MAY, 2001 IN RESPECT OF A SKATEBOARD PROJECT

As verbally reported to the Panel at its October meeting it is now confirmed that the target figure of £12,500 needed an order for this project to proceed has been confirmed. The partnership involved in the project is currently seeking up-to-date estimates and the legal agreements for the use of the site are now being finalised. It is hoped that early in 2003 the project will be completed and up and running.

3. WICKHAM PARISH COUNCIL - GRANT OF £4,000 MADE IN JULY, 2001

This skate park after initial problems with suppliers has now been fully installed and is in use. Local young people are delighted with the facilities and at a recent parish council meeting a number of young people gathered outside to express their formal thanks and a deputation of two young people attended the meeting to express their thanks to the council. The facility is proving very popular with young people providing an alternative to hanging around on the streets and it is noted that young people from other neighbouring villages are visiting to use the facilities provided by the Parish Council with financial support from the Police Authority.

4. OSEL ENTERPRISES LIMITED - GRANT OF £3,600 MADE IN MAY, 2001 FOR SECURITY IMPROVEMENTS TO THEIR SITES

The Panel Members will recall this grant was made to Osel Enterprises who provide training and employment for people with disability on the Isle of Wight. The Panel provide part financial assistance towards CCTV coverage on the sites and other security measures. Following the success of these measures they have now completed their security programme and propose the installation of another camera (at their own expense) to compliment the existing provision. When installed this will complete the security programme not only protecting their own property but ensuring a safe working environment for their vulnerable client base.

5. NEWTOWN YOUTH CENTRE, SOUTHAMPTON - GRANT OF £3,143 FOR A HOLIDAY ACTIVITY PROJECT FOR YOUNG PEOPLE MADE IN JULY, 2002

A preliminary report has been received from the management of the Newtown Youth Centre in respect of this project. The report indicates that the project was well attended and achieved its aims and objectives with a significant number of young people enjoying themselves and looking forward to a repeat during the Summer of 2003. A fuller report will be provided in due course.

6. YOUTH CLUBS, HAMPSHIRE AND THE ISLE OF WIGHT - GRANT OF £4,000 MADE IN FEBRUARY, 2002 IN RESPECT OF THE MOMENTUM TWO WHEELS PROJECT

The Panel will recall that following the success of the first year project (which continues today) in 2000 the Panel made this grant for a similar initiative dedicated to motorcycle and scooter riders. The strength of this particular project is that advice on responsible use of motorcycles including comprehensive crime prevention advice was coupled with the compulsory bike training programme necessary to achieve a full motorcycle driving licence. Two very successful courses were run in Andover and Romsey and the project continues to date with the new course being run in the North of Hampshire with the considerable input provided by ex police volunteers who have the appropriate knowledge and skills. It is pleasing to note that the prospective students on this course do come from areas that have acknowledged problems of juvenile crime and nuisance and initiatives of this type can only encourage responsible use of motorcycles by safety conscious owners.

7. THE WEST WIGHT COMMUNITY INITIATIVE - GRANT OF £6,000 TO BE SPLIT BETWEEN TWO PROJECTS IN THE FRESHWATER AREA - GRANT MADE MAY, 2002

Whilst I am yet to receive a formal report on the progresses of this initiative a number of press cuttings are available indicating what a popular project this has proved to be and at the September meeting of the parish council they were delighted with its success and particularly the care they had taken in choosing a quiet operating surface thereby reducing any possible nuisance to local residents. Press cuttings also indicate that as soon as construction work started significant young people gathered with skateboards and other skating equipment and patiently waited for two days until it was opened. The formal report of the progress to date will hopefully be available a the next meeting.

8. THE WARSASH COMMUNITY PARTNERSHIP - GRANT OF £2,000 MADE IN FEBRUARY, 2002 FOR A MEETING POINT INITIATIVE

It was hoped that this project would be completed and installed by the end of 2002 as part of a wider programme of the provision of facilities for young people in the Warsash area. The project has been delayed due to the need to consult local residents on the siting of the project and it is hoped that the project will be completed at its approved location early in 2003.

9. SHANKLIN VOLUNTARY YOUTH AND COMMUNITY CENTRE - GRANT OF £4,000 FOR IMPROVEMENT OF FACILITIES FOR YOUNG PEOPLE MADE IN MAY, 2001

This grant was made to bring up-to-date the facilities at Shanklin Community Centre and in order to maintain and if possible increase the usage of facilities by young people to counter some of the problems of local crime and juvenile nuisance. Recognising the important part that music plays in young peoples culture improvements were made to the disco and games area. These proved so successful but extra evenings have had to be arranged in response to the increased demand. The level of utilisation of the facilities by disabled people has increased and the overall importance of these facilities in the local community has been maintained and improved. Increased numbers of young people have enabled the formation of a club football team which will be completing in the Island league. Local police officers have become actively involved at the centre and are currently arranging a civic awareness day for centre users.

10. ONE STOP COMMUNITY STORES, OAKLEY CCTV PROJECT - GRANT OF £1,125 MADE IN OCTOBER, 2000

Following a number of administrative problems this project has now been installed and is operating satisfactorily. Already it has been noted that the number of youths gathering in the area has decreased but it will be difficult to judge its full effectiveness until the Summer months when historically the greatest problems were experienced. I will report in due course the success of this low cost CCTV scheme which is being operated in conjunction with a private retail company.

11. MONITORING AND EVALUATION REPORTS GENERAL REPORT

Satisfactory monitoring and evaluation reports have now been received in respect of all projects financially supported by the Panel prior to May, 2001. Reports are yet to be received on a small number of projects financially supported by the Panel during the remainder of the year 2001 and it is hoped that these will be received by the next meeting of this Panel.
