1. Introduction
1.1 This report recommends that 146/148 Shirley Road, Southampton is declared surplus to requirements and that the use of the capital receipt is decided when the Capital Programme for 2003/04 to 2006/07 is reviewed later in the year.
1.2 The property in Shirley Road has been used by the Nuffield Theatre for the past ten years since it took over the responsibility of running the Theatre in Education (TIE) service for Hampshire and Southampton. The property was used for this purpose since the 1970s when the TIE service was created. As the service is mainly focused on Hampshire the property remained with Hampshire County Council through the 1997 reorganisation of local government which created unitary authorities in the two cities. The property has remained with the County Council for the service of theatre to Hampshire. The responsibility for the property and the organisation moved to Recreation and Heritage Committee in 1997 by decision of Policy and Resources Committee.
2. Proposed Disposal
2.1 The property of 146/148 Shirley Road was formerly two residential properties which were brought together to provide a rehearsal and storage space for the theatre company originally called the Chameleon Theatre Company. The adaptations were sufficient for the small nature of the TIE programme by Chameleon but have proved to be insufficient for the present activity by the Nuffield Theatre Education Company. The company have now vacated the premises and they are now surplus to the requirements of the Recreation and Heritage Department.
3. Financial Issues
3.1 By declaring the property surplus to Recreation and Heritage requirements it will pass to the control of Policy and Resources. The Executive Member for Policy and Resources will decide on the future use of any capital receipt realised in the context of the review of the County Council's capital programme later in the year.
Recommendation
That:
The properties 146/148 Shirley Road, Southampton be declared surplus to the operational requirements of the Recreation and Heritage services and their disposal be approved in principle.
