1. Summary
1.1 The following decisions are sought:
a) That grants totalling £8,250 for the Sports Bursary Awards, and £3,810 for Coaching and Officiating Bursaries be approved as follows:

b) That the Executive Member - Recreation and Heritage delegate authority to approve future awards to the Director of Recreation and Heritage with effect from 1 April 2003.
2. Reasons
2.1 The aim of the Sports Bursary Scheme is to provide financial assistance to talented sportsmen and women in Hampshire who are competing, or who have the potential to compete at regional, national and/or international levels in their chosen sport.
2.2 The Coaching and Officiating Bursary Scheme has two main aims. Firstly to increase the number of Hampshire residents who are qualified to coach and secondly to improve the standards of coaching within the county by developing existing coaches. Coaches must be Hampshire residents, have the support of their respective sports governing body and demonstrate a commitment to coaching.

1. Introduction
1.1 The purpose of this report is to inform members of the Sports, Coaching and Officiating bursary allocations for January 2003.
2. Background
2.1 The aim of the Sports Bursary Scheme is to provide financial assistance to talented sportsmen and women in Hampshire who are competing, or who have the potential to compete at regional, national and/or international levels in their chosen sport. Applicants must be Hampshire residents and have the support of their respective sports governing body. Also, they must either be on the point of leaving full-time education or have already left.
2.2 The Coaching and Officiating Bursary Scheme has two main aims. Firstly to increase the number of Hampshire residents who are qualified to coach, and secondly to improve the standards of coaching within the county by developing existing coaches. Coaches must be Hampshire residents, have the support of their respective sports governing body and demonstrate a commitment to coaching.
3. Sports Bursary Awards
3.1 The awards are made twice yearly in June and January respectively. Since the last report in July 2002, the scheme has continued to attract a large number of applicants. This is demonstrated by 27 applications being made for awards between June 2002 and January 2003.
3.2 The budget for 2002/03 is £11,000. There are no deferred awards from June 2002 to consider.
3.3 In the June tranche of Sports Bursary allocations, £5,750 had been awarded to 23 athletes. This left £5,250 which has been allocated to the 27 applications for this January 2003 tranche. The full amount allocated is £8,250, as detailed in appendix 1 of this report, which leaves a shortfall of £3,000. This shortfall has been covered by the European Sporting Exchanges scheme budget, which has a surplus of £4,890.
4. Coaching and Officiating Bursary Awards
4.1 The number of applications for this scheme reflects the value that coaches and officials place upon financial support with their relevant courses. In the January 2003 tranche, 15 applications have been received for consideration, though 5 of these applications have been for clubs/groups which include more than 1 coach. A wide range of sports are represented, as are applications from new coaches and those more experienced who want to develop their coaching skills.
4.2 The budget for 2002/03 is £6,000. There are no deferred awards from June 2002 to consider.
4.3 In the June 2002 tranche of Coaching and Officiating Bursaries, £1,925 was allocated to 14 applications. This left £4,075 for the January 2003 tranche. Allocations totalling £3,810 in respect of 15 applications are now recommended and set out in Appendix 2 leaving an unspent balance of £265.
Recommendations
1. That the Bursary awards set out in appendices 1 and 2 be approved.
2. That the Executive Member - Recreation and Heritage be requested to delegate authority to approve future awards to the Director of Recreation and Heritage with effect from 1 April 2003.
