COMPREHENSIVE PERFORMANCE ASSESSMENT AND THE HAMPSHIRE IMPROVEMENT PROGRAMME

1. All Members will have been delighted at the announcement in December 2002 that the County Council had been classified as "Excellent," the top category in the Audit Commission's ranking of county and unitary authorities in the Government's first Comprehensive Performance Assessment. This achievement means that the County Council joins an elite group of top performing councils. Work continues to ensure that this current high level of performance is maintained, and indeed, improved upon. This includes Cabinet's approval to streamlining of the Best Value Review Programme and linked with it the approval of the Hampshire Improvement Programme 2002/03 (see Appendix 1). Approval has also been given for the establishment of two "task and finish" Member panels to consider the Best Value reviews of early education and childcare, and lifelong learning. In addition, performance indicators will be refined to reflect more accurately aims and policies in the services the County Council provides.
