CALL-IN PROCEDURE

1. One of the responsibilities of the Standards Committee is to monitor the operation of the call-in procedure set out in paragraph 1.15 of the Constitution, whereby Members of a Policy Review Committee can "call-in" an Executive Member's decision for review. In the past 15 months there have been four cases of the call-in procedure being used, one in the environment policy area; one in education; and two in policy and resources. In none of these cases was the eventual decision changed.

2. With a total of 845 decisions being taken by the Cabinet and by Executive Members acting individually, it is apparent that the call-in procedure is being used only on an exceptional basis. The Committee is satisfied therefore that it is being operated responsibly and they do not need to put forward any recommendations for change.
