1. Summary

1.1 This report outlines:

    (i) progress with the 2002/03 Capital Minor Works programme; and

    (ii) details of the 2003/04 Capital Minor Works programme.

2. Capital Minor Works Programme 2002/03

2.1 As previously reported, the Minor Works programme (also known as the Under £10,000 programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. A total of £28,000 was allocated for the Winchester City area in 2002/03. The schemes included in the programme were:

      (i) North End, Cheriton - new footway link - to be combined with a safer routes to school scheme.

      (ii) Meadow Way, Badger Farm - new footway link - works programmed for March 2003.

3. Capital Minor Works Programme 2003/04

3.1 The Minor Works rolling programme is compiled from suggestions made by elected Members, the Police, Parish Councils, Residents' Associations, members of the public and Mobility Groups, etc.

3.2 Prioritisation of schemes is based upon how they meet:

    (i) the five key criteria of integration, safety, economy, environment and accessibility;

    (ii) the aims and objectives identified in Area Transport Strategies;

    (iii) the level of importance in strategic, county, Area Strategy or Local Plan terms; and

    (iv) whether the scheme has `added value' and is deliverable in the financial year.

3.3 The Capital Minor Works programme has historically been very popular, with demand for schemes greatly exceeding the funds available. From the highest priority schemes on the rolling programme (see attached appendix) the following schemes are scheduled to be included in the firm programme (in order of priority), subject to confirmation of allocated funds and the approval of the Executive Member for Environment:

    (i) Nations Hill, Kings Worthy - footway; and

    (ii) B3035 Corhampton Road, Bishops Waltham - footway.

4. 2003/04 Under £10,000 Minor Works Capital Programme

4.1 The Under £10,000 programme has historically been very popular with demand for schemes greatly exceeding the funds available. The funding allocation for Winchester for 2003/04 is anticipated to be in the region of £20,000, but is subject to final confirmation. This level of funding will allow possibly one or two schemes to be implemented across the Winchester City Council district during the financial year.

4.2 The Panel is invited to recommend to the Chief Engineer and his staff its scheme preference for inclusion in the 2003/04 programme. The recommended scheme(s) will be submitted to the Executive Member for Environment for approval.

Recommendation

That the Panel determine a priority ranking for the Under £10,000 schemes for the 2003/04 programme.
