1. Summary

1.1 The following decision is sought:

    hat the Harbour Authority's consent be granted, under Section 10 of the Southampton Harbour Act 1924 and Section 48 of the Southampton Harbour Act 1949, to the Warsash Sailing Club, to drive an additional pile in accordance with the method statement agreed with the Environment Agency, as detailed in the report to the River Hamble Executive Member's Group on 27 January 2003, attached as an appendix.

2.1 To secure the pontoon from damage in the prevailing weather conditions.

1. Summary

1.1 This report seeks the consent of the Executive Member for Environment to an application by the Warsash Sailing Club to drive an additional pile alongside the extension to the club jetty to secure the pontoon from damage in the prevailing weather conditions.

1.2 The Harbour Authority is now in receipt of the cumulative consents of the other Agencies and Authorities to the application and the recommendation is that consent be granted.

2. Report

2.1 The Warsash Sailing Club has enjoyed the use of a short extension to its club jetty, extending inshore from the main jetty, for use by members for Rigid (hull) Inflatable Boats and Tenders.

2.2 It is noted that, in strong south-westerly winds, the extended jetty collides with the main structure of the jetty, with resultant damage to both the jetty and the structure.

2.3 Consultants have considered the use of mooring chains and a driven pile to minimise this movement, and the Club has opted for the driven pile solution and is now seeking consent to drive the pile in the near future before re-securing the pontoon.

2.4 The application has been circulated to and received the consent of the majority of the other relevant agencies and authorities. The proposal does not affect the objectives of the mooring strategy.

Recommendation

That the Executive Member for Environment be advised that the Harbour Authority's consent be granted, under Section 10 of the Southampton Harbour Act 1924 and Section 48 of the Southampton Harbour Act 1949, to the Warsash Sailing Club to drive this additional pile in accordance with the method statement agreed with the Environment Agency.
