1. Summary
1.1 The following decisions are sought:
(i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Barratt Southampton, in relation to the making of a financial contribution of £158,000 towards improvements to all modes of transport in the Hamble Lane corridor between the site at Ensign Way, Hamble-le-Rice and Windhover roundabout, as identified in the draft Hamble Area Transport Strategy.
(ii) That, subject to the completion of this Agreement, Eastleigh Borough Council be informed that there is no objection to the residential development at Ensign Way, Hamble-Le-Rice.
2. Reason
2.1 To secure an appropriate level of financial contribution towards a package of measures, as previously identified in the draft Hamble Area Transport Strategy, to mitigate the impact of the development on the local area.
3. Other Options Considered and Rejected
3.1 The County Council could opt not to enter into a legal Agreement. This option has been rejected as the impact of additional traffic generated by the development would not be addressed. A higher or lower level of contribution could have been considered, however the terms outlined in the report have been agreed by both parties as an appropriate level of contribution to improve sustainable travel modes.

7. Introduction
7.1 A planning application has been submitted by Barratt Southampton to Eastleigh Borough Council for the erection of 79 dwellings at Ensign Way, Hamble-Le-Rice (see attached location plan).
7.2 The site totals some 1.3 hectares and is located adjacent to the B3397 Hamble Lane in the centre of the Hamble developed area. There are major employment sites within a kilometre of the site, including British Aerospace, BP, Ensign Way, and various boatyards and marinas on the west side of the River Hamble.
7.3 The site is allocated for housing in the Local Plan and Eastleigh Borough Council has resolved to grant approval, subject to the conclusion of appropriate legal Agreements.
7.4 The local Member, Councillor House, raises no objection in principle to the proposals.
8. Transport Proposals
8.1 Access to the site will be provided by a new entrance off Ensign Way, approximately 170 metres from its junction with Hamble Lane. Pedestrian and cycle links will be provided through the site to maximise accessibility to the adjoining shops, services and bus stops.
8.2 The proposed car parking provision for the site is in accordance with the Planning Policy Guidance Note (PPG) 3 standard of 1.5 spaces maximum per dwelling. This equates to 118 spaces.
8.3 As a result of an agreed Transport Statement submitted by the developer, Barratt Southampton has agreed to make a financial contribution towards improvements to all modes of transport in the Hamble Lane corridor between the site and Windhover roundabout, as identified in the draft Hamble Area Transport Strategy (HATS) which is available for reference.
8.4 The contribution will be spent in accordance with the requirements of PPG3, PPG13 and County Council policies, which seek to reduce dependency on the car and provide choice for alternative means of travel.
9. Financial Implications
9.1 In the event of planning permissions being granted, the developer has agreed to make a financial contribution of £158,000 towards a package of measures, as previously identified in the draft HATS, to mitigate the impact of the development on the local area.
