Capital Minor Works Programmes 2002/03 and 2003/04

1. Summary

1.1 This report outlines:

      (i) progress with the 2002/03 Capital Minor Works Programme; and

    (ii) details of the 2003/04 Capital Minor Works Programme.

2. Capital Minor Works Programme 2002/03

2.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. A total of £25,000 was allocated for the New Forest area in 2002/03. The schemes included in the programme were:

      (i) Bashley Road, Bashley - new footway and £10,000

      verge works

    (ii) Testbourne Avenue, Totton - new footway £10,000

    (iii) Crow Hill, Ringwood - new footway £ 5,000

            Total £25,000

2.2 An initial design for the Bashley scheme has been prepared and is currently subject to consultation. Both the Totton and Ringwood schemes have been designed and works have been ordered. It is expected that all three schemes will be completed by the end of March 2003.

3. Capital Minor Works Programme 2003/04

3.1 When the Panel met on 4 December 2002 reference was made to the Minor Works Rolling Programme which Members may recall is compiled from suggestions made by elected Members, the Police, Parish Councils, Residents' Associations, members of the public and Mobility Groups, etc.

3.2 Prioritisation of schemes is based upon how they meet:

      (i) the five key criteria of integration, safety, economy, environment and accessibility;

    (ii) the aims and objectives identified in Area Transport Strategies;

      (iii) the level of importance in strategic, county, Area Strategy or Local Plan terms; and

      (iv) whether the scheme has `added value' and is deliverable in the financial year.

3.3 The Capital Minor Works Programme has historically been very popular, with demand for schemes greatly exceeding the funds available. The funding allocation for 2003/04 is expected to be maintained at a level similar to that of 2002/03. From the highest priority schemes on the rolling programme the following are scheduled to be included in the firm programme, subject to confirmation of allocated funds and the approval of the Executive Member for Environment.

    (i) B3055 Arnewood Bridge Road, Sway - new £10,000

      footway

    (ii) C111 Vaggs Lane, Hordle - new footway £10,000

    (iii) U145 Lime Kiln Lane, Fawley - new footway £5,000

            Total £25,000

That this report be noted.
